I believe this because this paper discusses school factors and how it can relate to students' needs and how the setting can be different in specific areas. 

Rationale: I associate this artifact with standard 2E where it states, "understands how diverse student characteristics and abilities affect processes of inquiry and influence patterns of learning." I believe that lesson plans fall under this standard because the competent teacher can prepare future lessons based on students' behavior and grasp of knowledge.
