"Undue Propagation and the Esoteric Ethics of Incarnation: A Study in Human Overpopulation and the Misuse of the Generative Force"
1. The Spiritual Crisis of Overpopulation
The Tibetan Master warned that humanity was exceeding the karmic quota of intended incarnating souls. His statements, such as "millions of souls have been brought into incarnation who were never intended at this time to incarnate" (ENA 135), point to an occult violation of rhythmic law, a break in the natural cycles of soul descent governed by spiritual purpose and timing.
The disparity between births and deaths is an indicator of the current world problem of overpopulation, "a major world problem". Sustainability being the question in mind, do we understand that the problem of excessive sexual appetite, in general throughout the human race, has claimed too many souls as DK mentions, thus amplifying the extinction or pressure on animal and plant resources in general to the point at which we now globally find.
When birth is driven not by the conscious invocation of experience for soul growth, but by uncontrolled animal appetite, we see what the Tibetan termed "undue and unlimited propagation." In this view, overpopulation is not merely a demographic concern, but an esoteric transgression—a disruption of the Law of Cycles and Rhythms governing incarnation.
'Undue and unlimited' were great predicting and foresightful words of the Master who referred to "the promiscuous use of contraceptive methods." What would he make of the situation today? The Lemurians were occultly and numerically referred to as "the extraordinarily dense population of its civilization". The sexual relation between the human and animal population today is not applicable, relatively speaking, though the appetite between the male and female animal nature is still rampant and in question currently. To qualify this thought or hypothesis, the rapid growth in the human population has expanded beyond all reason. I think it is fair or reasonable to say, according to general and scientific thought. The karmic problem would be addressed by the reduction of the number of souls called prematurely into incarnation and the release from the fear of death thus propagating life beyond the reasonable limits breached by the fear induced by the Black Lodge.
Human desire and control, including control of the sexual and fearful imagination and an understanding in time of the laws of rhythm and approach, will serve to alleviate the hierarchy of their problem and humanity of the undue suffering it participates in today. Key to this is the growth in intelligence of the race, which runs apace with personality control. Control is key, and the inherent result of personality control is the almost automatic response to time and season or rhythm and approach, with the resulting knowledge of the rightful calling into incarnation of the souls that karmically are due and at the correct time, thus outside of this conception will not take place. The symbolic "great approach" and "subjective approach" are karmic and chronological. The analogy and correspondence between the birth of the human kingdom and the birth of a human being is to be given serious thought by the student and has many indications as to the living processes involved.
The subjective approach, "The first step of the Ego towards producing a 'shadow' is expressed in the words 'The Ego sounds his note." That it is the ego that sounds the note is highly important to bear in mind in view of the planned intention of the parents and their souls and the planned sounding of 'the depth or height of the note' of the soul being called into karmic response, to produce a lower self or personality in full incarnation is a scientific, astrological and occult process. DK draws our attention to the fact of the ego sounding its note and the parents responding in karmic sequence, thus in the context of personality control rather than sexual gratification and desire.
DK therefore hints in relation to this astrological and karmic reality that outside of the correct times and seasons for the controlled personality, conception will or may not follow due to the innate intelligent mental reactions and understandings thus intellectually or mentally nullifying the calling into incarnation of a soul out of karmic time resulting in no conception. Promiscuity of the sexes also refers to having more than one wife.
2. The Lemurian Echo: A Return to Promiscuity and Density
My comparison to Lemurian times is reasonable. DK associated Lemuria with the overdevelopment of the physical and desire bodies, particularly in terms of reproductive activity. He stated that the Lemurian root race had an “extraordinarily dense population” and was marked by "uncontrolled sexual appetite"—traits now being reflected in modern times but with far greater global consequences.
As noted, the promiscuous use of contraceptive methods (ENA 134) is not necessarily the remedy DK envisioned. Rather, he predicted that as humanity gained mental control and moved toward personality integration, reproduction would become rhythmically aligned with spiritual law and guided by higher will, not by biological impulse or even mechanical suppression.
We are in a transitional state, neither spiritually governed nor animalistically innocent. This results in a distorted midpoint where technological intervention (contraception, IVF, medicine) outpaces ethical and spiritual discernment about incarnation itself.
3. Medicine, Death, and the Karmic Backlog
The quote from Esoteric Healing (EH 27) is particularly sobering. DK acknowledged that modern medicine has extended life beyond karmic intention, creating what he called an “unnatural preservation of life.” This sets up karmic distortions: what was meant to be a period of transition and assimilation between lives is short-circuited by the extended maintenance of physical life, not aligned with inner growth.
We could ask ourselves at what point do the words of DK take effect? "it is now evident that beyond a certain point the planet cannot support humanity". The need for fair distribution of resources is all the more imperative. The Tibetan speaks of birth control or restrictions as being fundamental in its implications regarding world population and sustainability. What if no restrictions had been developed? Perhaps humanity would not currently be sustaining on Earth as it is now.
Probably, we would have had great resource wars, and the population would be much less than now. Perhaps we would have wiped ourselves out. I personally don't find the current situation to be on plan or target, but we live in the knowledge that whatever happens, we are the creators of our own destiny.
The population in 1927 [around the time frame of AAB/DK writing] was around two billion, from one billion in 1804. DK referred to the then "unduly large population". In 2011, it is expected to reach seven billion, and should we consider this "extraordinarily dense" and occultly Lemurian? That's many souls that were "never intended" at this time. We are perhaps speaking of "undue and unlimited propagation of the human species" on an unprecedented level, perhaps exceeding the dense population of peak Lemurian times with their uncontrolled sexual appetite and promiscuous spread of sexual disease, somewhat reminiscent of today's world problem.
4. Destiny and Responsibility
My preface is key: “We are the creators of our own destiny.” This affirms the principle of self-directed evolution, even amid collective failure or distortion. The Tibetan never promoted fatalism. Instead, he repeatedly stressed that humanity, guided by the New Group of World Servers, has the capacity to realign with divine intent.
My question then is whether the current population situation is aligned with the Divine Plan? It may be more accurate to say we are within the field of karmic consequences, not on plan, but not outside of redemptive possibility either.
Abstract. This paper explores the esoteric implications of the current global overpopulation crisis through the lens of the Ageless Wisdom teachings of the Tibetan Master Djwhal Khul (DK), as transmitted through Alice A. Bailey. According to the Tibetan Master Djwhal Khul (DK), writing through Alice A. Bailey in the early 20th century, the overpopulation of the planet is not merely a result of improved medicine or industrial progress, but a karmic distortion, a consequence of uncontrolled generative activity and the widespread misuse of sexual energy. In his piercing diagnosis, DK remarks that “millions of souls have been brought into incarnation who were never intended at this time to incarnate,” and attributes much of the modern world distress to this "undue and unlimited propagation of the human species" (Esoteric Astrology, p. 135).
From an occult standpoint, the sheer volume of incarnated human units at this time is not solely a product of evolutionary expansion, but a breach in the rhythmic laws that govern incarnation cycles, planetary prana, and the divine Will. The inflow of unprepared, untimely souls—often the result of accident, lust, or social compulsion—has created a vibratory congestion in the etheric and astral bodies of humanity, leading to psychic disorientation, economic hardship, and the progressive destruction of the animal and plant kingdoms. These effects are not incidental; they are symptoms of a spiritual disorder, one which implicates the entire human race in a misalignment with the soul's purpose and the planetary Logos' plan.
This paper endeavours to explore this global condition through the lens of esoteric cosmology and ethics. It brings together demographic trends, occult teaching, and metaphysical interpretation to interrogate the core questions: How do esoteric laws interpret overpopulation? What karmic mechanisms underlie the current planetary imbalance? And what role does conscious incarnation and sexual restraint play in the rectification of planetary rhythm? In seeking these answers, we aim to shed light on what DK refers to as a “major world problem” (Esoteric Astrology, p. 134), and to offer a vision of healing based on the restoration of divine cyclicity, the dignity of incarnation, and the conscious guidance of human evolution.

The growth of the world’s population in recent centuries has been exponential, with significant esoteric implications. While demographers highlight economic, medical, and technological factors contributing to this trend, the Ageless Wisdom teachings point to subtler causes—primarily the misuse of the generative force and the breakdown of rhythmic planetary regulation.

The leap from 1 billion in 1804 to over 8 billion in the early 21st century represents not only a statistical shift but an energetic and karmic burden on the planetary etheric body. As DK noted nearly a century ago:
“Millions of souls have been brought into incarnation who were never intended at this time to incarnate and achieve exoteric manifestation... War has consequently been the inevitable result of this undue and unlimited propagation of the human species.” (Esoteric Astrology, p. 135)
The occult significance of this statement lies in its linkage of war, economic hardship, and collective aggression to the overextension of incarnation cycles. From the standpoint of the Hierarchy, overpopulation is not merely a resource issue, but a psychic one. The excessive quantity of incarnated beings dilutes spiritual intent, congests the lower planes, and disrupts group purpose.
Furthermore, this influx has its origins in unregulated sexual activity—what DK calls the “animal response” and “general promiscuity” of modern humanity:
“The vast population of the world today is the result of an animal response to those urges and of the general promiscuity, which is perhaps the outstanding factor, esoterically speaking... Think this out, for it holds a clue.” (Esoteric Astrology, p. 138)
This clue suggests a broader planetary pathology: humanity’s unwillingness to master the generative function has allowed incarnation to become mechanical and compulsive, rather than rhythmic and intentional.
In esoteric terms, true incarnation is a magnetic and cyclic act, governed by karmic law, soul necessity, and planetary alignment. When these laws are overridden by collective desire and survival-driven impulses, incarnation becomes distorted, ushering in vast numbers of lives not karmically prepared for manifestation and increasing the psychic burden on all kingdoms of nature.
Section II: The Esoteric Law of Rebirth and the Misuse of the Generative Force
At the heart of the human experience lies the Law of Rebirth, a great cyclic law which governs the return of the soul to physical incarnation in rhythm with its evolutionary need and karmic adjustment. According to DK:
“The Law of Rebirth embodies the practical recognition of the fact that the life in man persists, ever moves onward, and that it is the same life which pervades all forms.” (Esoteric Healing, p. 329)
This law, like all divine laws, is meant to serve a higher synthesis. Its purpose is not mechanical repetition, but progressive realisation. The timing, quality, and circumstances of rebirth are ideally determined by a triadic interplay: the soul’s intent, karmic necessity, and the will of the planetary Logos. However, as DK warns, this law has been dangerously distorted:
“The true significance of the Law of Rebirth is entirely misunderstood and the entire process is at present misapplied and misused.” (Esoteric Healing, p. 329)
The misuse originates in the failure to spiritually regulate the force of reproduction. The generative function, sacred in its origin, has become desecrated through hedonism, materialism, and ignorance. Instead of being directed by the soul through the integrated personality, it is driven by emotional impulse, social convention, and unconscious compulsion.
In esoteric psychology, the sacral centre (the seat of generative energy) must be transmuted and subordinated to the throat centre (creative expression) and the heart (group consciousness). When this redirection does not occur, the result is a proliferation of lives conceived without spiritual intention, flooding the physical plane with forms insufficiently prepared for incarnation. DK notes:
“Today, owing to the overactive functioning of the sacral center (symbolically speaking), souls rush into incarnation without adequate preparation, and conditions are not ready for them.” (Esoteric Healing, p. 300)
This leads to a backlog in karmic adjustment, a congestion in the astral and etheric planes, and a distortion of the intended spiritual rhythm of humanity’s unfoldment. The rapid return of unevolved or unready souls increases the burden on education, economics, health systems, and international peace efforts—each of which serves as a karmic mirror to collective misuse.
It is here that esoteric ethics must intervene. Reproduction must not be viewed as a right, but as a responsibility. Intelligent birth control—guided not by fear or eugenics, but by soul impression and cyclic attunement—becomes a necessary aspect of planetary service. DK even states:
“The intelligent use of birth control... lies in the field of right human relations and of spiritual understanding, and not in the field of mechanistic expediency or social restriction.” (Esoteric Healing, p. 303)
Thus, the spiritual community must begin to see sexual ethics as a planetary duty. The invocation of souls into incarnation must be restored to its rightful place as a sacred act of cooperation with divine intent. As humanity prepares for initiation into group consciousness, the misuse of the generative force stands as a barrier—one that must be transmuted through understanding, discipline, and love.
Section III: The Metaphysics of Incarnation and the Rhythmic Laws of Rebirth
In the esoteric teachings of the Ageless Wisdom, reincarnation is not a haphazard process, but one intricately governed by the Law of Cycles, the Law of Karma, and the magnetic pull of the soul toward experience. Each soul incarnates not merely to live, but to learn—to take specific lessons in consciousness under the guidance of the soul’s own evolutionary intent. The timing, location, and quality of each incarnation are determined by inner necessity, not external accident. DK affirms:
“Each soul comes into incarnation with a definite destiny and karmic responsibility. Its appearance is not accidental, but the result of inner causes.” (Esoteric Psychology II, p. 417)
Under the proper operation of spiritual law, the soul’s return to physical existence is rhythmic and purposeful, aligned with planetary cycles and the collective evolution of humanity. These incarnational rhythms reflect the breathing of the planetary Logos—the inhalation and exhalation of life-waves through time. When humanity as a whole is in alignment with the divine Plan, the incarnation process flows harmoniously, contributing to group progress and planetary healing.
What the Tibetan wrote is profound and applies to humanity as a whole over the ages and not specifically to one nation or country. It equally might not apply at all to a particular nation or country at least not always. But I recommend thoroughly reading all his words. Of note also is the other cause of overpopulation, thus compounding the very real situation that exists today from the view of hierarchy, that being the "unnatural" preservation of life. Note DK placed inverted commas on "unnatural" and not me. The world population is observed and is also of note to the UN and other bodies.
There is much info on rising population and also some on some sub trends of under-population, which DK does mention due to the raising of energies from sacral to higher centres and which I have covered on this forum, albeit perhaps too briefly. In some instances, it appears this problem might be man-made, with little balance, due to population restraints of various types. Issues to ponder might be.
1. Promiscuity in sexual relations. [spoken of by DK]

3. The spread of STDs [spoken of by DK]
4. Gender selection. Female de-selection. [spoken of by DK indirectly and roundabout]
5. Contraception and free sex or the 'sexual revolution'. [spoken of by DK (and predictive)]
6. Sexual mutilation and other sexual violence. [spoken of by DK (partial)]
7. An 'ageing population'.
8. Conflicts and War [spoken of by DK]
9. Environmental degradation [spoken of by DK]
10. Pollution and Waste [spoken of by DK]
However, when the generative force is misused, this sacred rhythm is interrupted. The influx of lives into physical birth becomes accelerated, uneven, and disharmonious. Rather than descending in rhythmic waves aligned with group karma and planetary need, souls are pulled prematurely into incarnation by the chaotic desires of the personality. The result is what DK refers to as the "disruption of the Law of Rebirth," a disorder that has cascading consequences across the etheric, astral, and mental planes:
“The race has overstepped the bounds of right activity in connection with the sex life, and is suffering consequently… There is today a perfect welter of misunderstanding, of wrong adjustments, of perversions, and of promiscuous relationships.” (Esoteric Healing, p. 235)
The influx of untimely incarnations creates three primary distortions:
Psychic Congestion – The astral and etheric bodies of humanity become saturated with unassimilated impressions, fears, and desires from undeveloped or misaligned souls. This increases mental instability, emotional violence, and social fragmentation.
Group Karma Acceleration – The karmic burden of humanity intensifies, as masses of souls—without the preparation or spiritual maturity for incarnation—trigger unresolved racial, national, and religious tensions. The result is a proliferation of conflict, economic inequality, and environmental degradation.
Energetic Pollution of the Subtle Planes – The mass presence of semi-conscious and materially inclined incarnations densifies the subtle realms, impeding the work of higher energies, obstructing intuitive reception, and making soul contact more difficult for advanced disciples and aspirants.
The teachings thus reveal a planetary emergency, not merely ecological or economic, but spiritual. The Law of Rebirth, when distorted, leads not to growth but to inertia, and not to evolution but to an entropic overburdening of the system. As with any law, its misuse invites karmic correction. And in this case, the correction may come through collective suffering, wars, plagues, famine, and natural upheaval, all of which serve, in part, as rebalancing mechanisms.
Section IV: Birth Control and the Ethics of Conscious Incarnation
In light of the above, it becomes clear that intelligent birth control is not a secular or purely social matter, but a spiritual necessity. DK is unequivocal in his support for “intelligent regulation of the birth process,” which he sees as a required development in the future spiritual psychology of humanity:
“One of the major sciences of the future will be that of the right handling of the incoming souls… regulated by wise people, working under the guidance of disciples and initiates, and cooperating consciously with the planetary Hierarchy.” (Esoteric Healing, p. 536)
Such a science will not be rooted in fear of scarcity, eugenic arrogance, or state control, but in a sacred recognition of the dignity of incarnation. Every birth will be consciously invited, ritually prepared, and astrologically aligned. Sex will no longer be driven by instinct or accident, but by soul intention and group purpose. The act of generation will be re-sacralized.
In this model, birth control becomes a bridge between ethics and esotericism—an act of group service. The parent becomes a co-creator, not just biologically, but spiritually. The conception of a child is no longer merely the result of physical union, but the invocation of a specific soul whose appearance is timed to planetary need and karmic necessity.
It must be emphasised, however, that such a vision is only possible in a humanity that has begun to master the energy of the sacral centre and raise it into alignment with the throat and heart centres. As DK states:
“The problem of sex is largely a problem of etheric energy and its control. When rightly understood and rightly directed, it will result in the transmutation of sex force into creative and group service.” (Letters on Occult Meditation, p. 222)
The ethical implications of this are profound. In such a vision, bringing a child into the world becomes an act of profound responsibility—a commitment not only to the child, but to the soul behind the child, to the group into which they are born, and to the Plan of evolution itself.
Thus, the misuse of the generative force is not only a personal failing but a planetary breach of sacred trust. To restore that trust requires a new spiritual culture, in which incarnation is again viewed as sacrament rather than accident, and reproduction becomes a cooperative act between spirit and matter, soul and personality, humanity and the Hierarchy.
Conclusion: Lemurian Precedent and the Karmic Burden of Density
To fully grasp the present crisis of overpopulation, it is instructive to look back into humanity’s occult history. According to the esoteric teachings, the Lemurian epoch—the third root race—was marked by an extraordinarily dense human population, the effects of which still reverberate through karmic law and planetary rhythm. While historical science sees Lemuria as myth, the Ageless Wisdom affirms its reality as a long-forgotten age during which the misuse of the generative force first accelerated. In that cycle, incarnation was largely instinctual, with soul consciousness only dimly present in the mass of humanity.
The Tibetan Master hints that the current crisis echoes this ancient phase. The Lemurian race, prior to the Atlantean fall, was numerically vast, with reproduction occurring automatically under lunar and elemental control, outside of conscious soul direction. Millions upon millions of forms were incarnated, not through intentional alignment with divine purpose, but through animalistic desire and elemental impulse. This generated a kind of “oversaturation” on the etheric and astral levels of the planet, producing karmic conditions that led to eventual destruction through geological and elemental upheaval.
In Esoteric Healing, DK refers to “those early and most ancient races which preceded the Lemurian” as being “exceedingly small in number,” and the Lemurian as a dramatic numerical expansion—one that necessitated eventual correction through fire, flood, and purification. The Atlantean cataclysms were, in part, a karmic response to the imbalance created by the untimely mass incarnation of Lemurian humanity.
Today, humanity stands again at such a threshold. Though our consciousness has evolved, our misuse of the generative force and our mechanical perpetuation of life without soul guidance mirror the earlier Lemurian tendency. The modern situation is even more precarious: while Lemuria was governed by lunar lords and elemental deities, today’s humanity has sufficient mental awareness to choose restraint, to invoke soul guidance, and to align with the Plan—but often refuses to do so.
Thus, the "extraordinarily dense population" of Lemuria serves not only as a historical caution but as a spiritual mirror. It reminds us that quantity without quality, incarnation without intention, leads to planetary disequilibrium. The future depends upon the conscious redemption of the generative force and the reestablishment of rhythm between spirit and matter. Only then can humanity, as a whole, cooperate with the planetary Hierarchy and serve as intelligent gatekeepers of incarnation.
The ethical demand is clear: to invoke life wisely, to generate only in service of soul expression, and to restore the sacred rhythm of birth and death. In doing so, we repair not only our present condition but the ancient wound of Lemuria itself, healing the karmic backlog of planetary imbalance through intelligent, loving restraint.
Occult Note: From an esoteric perspective, modern humanity still carries the etheric, emotional, and karmic residues of the Lemurian root race. Though its physical civilisation is long gone, its generative overactivity, instinctual reproduction, and sacral dominance persist in today's overpopulation crisis. From this view, our collective task is not only to transcend Lemurian modes but to redeem them, raising the misused forces of the past into soul-aligned service and planetary rhythm.
The Lemurian race was primarily etheric-physical in orientation, with the sacral centre dominant. DK frequently references how the overactivation of the sacral centre today, seen in promiscuity, reproductive compulsion, and physical-centred living, is a direct karmic inheritance from Lemuria.

This overactivity echoes Lemurian modes of reproduction—mechanical, automatic, unconscious—thus sustaining those same etheric patterns within humanity today. Lemurian humanity was instinctual and group-conscious, lacking individualised soul awareness. Today, vast portions of humanity remain driven by subconscious desires, herd instincts, and mass desires, rather than conscious, soulful intent.
This psychic condition, especially evident in crowds, ideological movements, and unthinking reproduction, marks the persistence of Lemurian group karma and psychic inertia. The first distortion of the generative force occurred in Lemuria, when humans first began to reproduce outside divine rhythm. The resulting karma was vast and still unfolds today. Many souls now in incarnation are returning from Lemurian cycles to resolve that very misuse.
