Create Restore-Point v1.00

This is a minimalist tool to quickly and easily create a system restore point.

It can take a command-line argument (ie. "silent") and, when used, this will eliminate what would otherwise appear: the confirmatory beeps and tooltip messages indicating the start and the success of the restore-point creation. 

(If you do not have administrator rights to run it, you cannot really expect it to work.)
