These are a couple of naive near-identical programs that, as well as offering the functionality asked for, are very basic hotkey-managers.
BrightVolHKs v3.01
In addition to changing brightness (laptop/netbook only) and volume according to user-defined hotkeys, it can take a screenshot with Alt + s and a windowshot with Alt + w and and it is a very basic hotkey-manager that supports up to 75 user-defined hotkeys. I've added a hourly spoken time-announcement, which can be turned off. Lines of text (eg. birthdate, zip-code, etc) can be assigned hotkeys and be more quickly entered into online forms and, with support for tabs and enter, it might be used as a quick way to log into one's less security-critical sites. If its shortcut is placed in the SendTo menu, it can be used there to append the day's date in the form "yyyy-mm-dd" to a file or folder's name. Seemingly, such a functionality was desired.
