Format: Use bulleted list when there are 3 or more distinct, parallel outcomes that can each be stated in 1–2 sentences and don't depend on each other for context. Each bullet should be a specific, concrete outcome — not a generic benefit.
Use narrative paragraphs when the outcomes are qualitative, interconnected, or tell a progression — or when there are fewer than 3 distinct outcomes to list.
