Police collusion

I tried to file a police report about the last intentional damage to my condo. On May 6, 2025, I came into the South precinct of the Horry County Police Department to file a police report. They didn't log in my name right away, but asked me first who I was and who I was filing a complaint about. I told them. When they heard my name, an officer came out to speak with me directly. When they heard the name of the person about whom I wanted to file a report, they refused to file a report. They refused to file a police report because my name has been blacklisted, and because the contractor who damaged my condo is Semper Fi. This is the end... 

On May 7, May 8, and May 13, I tried to file a police report using the online citizens police reporting system. all three reports were rejected, because "The incident described is not a criminal statute violation. You can pursue the matter in civil court by making contact with any county magistrate's office".  But Malicious Damage, Fraud, and Harassment are listed on the website as valid categories to be reported.
