In the general process of consolidating the Common Foreign and Security Policy (CFSP) at EU level, increased attention is given to the civilian dimension of crisis management. Following the agreement on a EU Compact on civilian CSDP (19 Nov 2018), the civilian dimension of the Common Security and Defence Policy (CSDP) of the European Union has received even more advertence. The EU Member States, Romania included, have agreed to increase the number of civilian expert deployed/seconded to civilian CSDP missions. The building of new capabilities able to be deployed abroad in short time and the maintaining of the operational capability of the experts already included into roasters/pools of experts, become a real challenge for the Romanian Ministry of Foreign Affairs. Most of the experts are provided by other entities, such as the Ministry of Internal Affairs or the Ministry of National Defence, and their specific regulations may not allow rapid deployment or the proper identification of the needed expert or expertise.
EU civilian capabilities available for CSDP environment should be permanently updated to address both the existing priorities - police, rule of law, civil administration, security sector reform and monitoring the situation in states and regions affected by crisis– as well as the new security challenges such as illegal migration, hybrid threats, cyber security, terrorism and radicalization, organized crime, border management and maritime security. For this, specific skills and experience may be required in order to fill in the available positions in civilian CSDP missions. On the other hand, the Romanian entities making experts available for deployment may not have the capacity of training properly the respective experts before deployment.
Here comes the role of CDC Romania - providing training in line with the EU Policy on Training for CSDP and its Implementing Guidelines, and making available experts with specific skills and experience, ready for deployment in short time under the Romanian flag to both EU and OSCE or UN missions.
CDC Romania brings its contribution to the civilian capability development through training. Both in-house training - designed and delivered based on a training need assessment, and training sessions in support of training programmes of various entities, mostly part of the #ESDC network.
