Bogdan Marinescu holds a Bachelor in Law (LL.B), a Master in Criminal Forensics Sciences/Criminology and a Master in Social European Law. His PhD in Sociology has been earned from the Bucharest University. He is an affiliated researcher at Timișoara Centre of Migration and Mobility Studies (SISEC) .
Lecturer at Faculty of Educational Sciences, Social Sciences and Psychology of the Pitești University and Associated Professor at the National College of Home Affairs (CNAI), Dr Marinescu has a deep understanding of the EU and NATO mechanisms, policies, and decision making processes, gained during his almost 14 years spent in Brussels, He worked as diplomatic counsellor/Head of Office for Home Affairs within the Romanian Permanent Delegation to NATO (2003-2007), minister counsellor/Head of Justice and Home Affairs (JHA) unit in the Permanent Representation of Romania to the EU (2007-2012) and seconded national expert at the European Committee of the Regions (2012-2016). He also has been senior expert and head of unit at the Romanian Ministry of Interior between 1990 and 2003.
More recently, Dr Marinescu embraced consultancy work for Romanian companies interested in market dynamics in China, Russia, Turkey, Thailand and Vietnam.
His most recent academic engagement in the CSDP domain is represented by his directorship of the courses organised by CNAI under the aegis of the European Security and Defence College (ESDC), such as the training on strategic communications in the context of security and defence co-organised in Bucharest in September 2020 by Romania (CNAI together with SNSPA - College of Communication and Public Relations) and Ireland (NUIM Maynooth), or the CSDP Orientation Courses focused on the Eastern Partnership held in Brussels in March 2019 (together with Austria) and in Timișoara in December 2019. Dr Marinescu has been the first liaison of CNAI to the Brussels based EU institutions and agencies, already back in 2009, and has cooperated with Dr Ovidiu Simina in the project of bringing CNAI as part of ESDC network in June 2012. He also was the first course director of an CSDP training run by the CNAI under the ESDC (Brussels, autumn 2012).
At the CDC Romania, Dr Marinescu is responsible with the implementation of an internal security - external security approach in the CSDP related training we develop. He covers CSDP - JHA nexus, also looking at the developments in the field of disaster relief in CSDP context or on the humanitarian aid/assistance under UN/OCHA, NATO/EADRCC or EU/ERCC. Horizontal issues as hybrid threats are also part of his files.
