Specialized in diplomacy, foreign policy, international organizations and international cooperation, digital affairs, cyber diplomacy and cyber security, Dr Maftei has a wide experience in international arena, including in post-conflict areas, gained during the ten years of diplomatic posting abroad. He has been the head of the Romanian liaison office in the Kosovo Region (2009-2013), where he dealt with foreign policy aspects and was the focal point in relation with the international organizations in the area, such as UNMIK, UNDP, KFOR, EULEX, European Commission or OSCE, foreign embassies and local institutions, think-tanks and NGOs. He was later posted in Madrid at the Romanian Embassy between 2016 and 2017 (minister plenipotentiary), being involved in foreign policy aspects, international cooperation and consular affairs. His most recent diplomatic posting abroad is represented by the spent in Brussels (2018-2019) in support of the Romanian Presidency of the Council of the EU, when he covered various aspects as part of the Presidency’s team working in the Permanent Representation of Romania to the EU: foreign policy, cyber diplomacy, cyber security, digital affairs, NIS Directive, 5G networks. In the first semester of 2019, Dr Maftei held the following positions at the Council of the EU: president of the Working Party for Postal Services and the vice-president of the Horizontal Working Party on Cyber Issues.
He also worked as an advisor in EUFOR Althea Bosnia and Herzegovina between 2006 and 2008, having tasks connected to diplomacy, foreign policy, international cooperation and monitoring of internal developments.
At the CDC Romania, Dr Maftei is the cyber expert and has responsibilities on cyber diplomacy, cyber security and aspects connected to the Public Order and National Security.
Dr Dănuț Maftei has a rich academic career, in which training/teaching is blended with scientific research. He earned his PhD on Public Order and National Security from the Alexandru Ioan Cuza Police Academy in Bucharest. The PhD thesis looked at „The analysis of the work performed by the Ministry of Interior’s staff seconded to international organizations for achieving national strategic and Euro-Atlantic security objectives”.
