Prevenir y sancionar violaciones a las normas de estándares de ruido, que puedan generar daños psíquicos o incluso físicos, son las disposiciones legales del Proyecto de Ley 751, ampliamente aprobado en tercer debate, ya que regulará los decibeles en áreas residenciales, industriales y zonas hospitalarias.

El apoyo de 38 diputados pone en manos del Ejecutivo la futura sanción del Proyecto 751, "que establece medidas para el control de ruido” cuya legislación estaría al tono de otros países que legislaron contra un elemento que violenta la salud mental.

Unos de sus proponentes, el diputado Juan Diego Vásquez, expresó que la función estatal es la de velar por la salud pública mediante la disposición de medidas, de distinta naturaleza, tendientes a prevenir o suprimir "molestias públicas", tales como ruidos.

La normativa establece valores de nivel de presión sonora, en las áreas externas e internas de las diferentes zonas; al igual, que en el transporte público de pasajeros en todo el territorio.
 

Igualmente, se prohíbe el uso de pirotecnia y fuegos artificiales que generen ruido en zonas residenciales o de habitación, exceptuando la pirotecnia luminosa, que no produzca ruidos, en fiestas nacionales o días feriados cuando medie autorización expresa del Ministerio de Salud.
