An evaluation that yields a positive or negative result is known as a labor market impact assessment. Before hiring a foreign worker, a Canadian employer must complete a positive labor market impact assessment. An LMIA indicates that no Canadians or Canadian Permanent Residents are available to fill the position and that a temporary foreign worker is required. LMIA Process:
Employment and Social Development Canada (ESDC) is responsible for the assessment process. Employers can hire temporary foreign workers through a variety of programs, each with its own set of requirements. The LMIA procedure varies according to the program.

In order to hire Canadians and permanent residents, all Canadian employers must recruit. If they are unable to discover a suitable candidate and would like to engage a foreign worker, they may apply for an LMIA or work visa in Canada. The employer must prove the legitimacy of their firm and the employment offer when requesting an LMIA to hire a foreign worker.
