Windmill pitching is NOT permitted. Underhand pitching only.
Limited Stealing: In the Junior Softball Division, base stealing is permitted under the following conditions:
Permitted Steals: Runners may attempt to steal second and third base after the pitched ball has left the pitcher’s hand and is in motion toward the catcher.
Restriction on Home Plate: Stealing home is not permitted under any circumstance. A runner on third base may not advance on a steal attempt, including passed balls or wild pitches. However, if the catcher attempts to throw out another runner, the play becomes live for the runner on third as well.
Lead-Off from Third Base: The runner at third base may lead off as at other bases. However, if no throw is made to another base, the runner must return to third. In this situation, a throw from the catcher to third base constitutes a force play—no tag is required
Live Ball Situations: If the fielding team makes an attempt to throw out a runner at first or second base, the ball becomes live, and all runners may advance at their own risk. If the catcher attempts to throw out a player already occupying third base, other runners are immediately live. The runner at third must still safely retouch third base before attempting to advance.
Blocked Basepaths: If all bases ahead of a runner are occupied (e.g., a runner on first with second and third occupied), that runner may not advance on a steal, passed ball, or wild pitch.
All team players (no spectators) are to remain in the dugout unless they are the next at bat. The team will be warned once for any player who is on the playing field and not next at bat. If a second warning is necessary, the batter will be called out (Umpire’s call).
All play must stop when the pitcher has control of the ball and no play is apparently going to be made.
