On 26 September 2025, the final meeting of the BBDSB Working Committee has been held, bringing together CAAM BBDSB working committee members and consultants from HumanCapient Consulting Sdn. Bhd. The meeting served as an important platform to deliberate on the next steps in CAAM’s transformation journey, covering key areas such as culture transformation, the overall transformation plan, and knowledge transfer initiatives. These discussions underscored the organisation’s commitment to building a forward-looking and resilient structure as it transitions into BBDSB.
The session concluded on a warm and memorable note with an exchange of words of appreciation, a light feast, and a group photography session. Special thanks were extended to Encik Mohammad Khuzaini Ismail, Managing Partner, Puan Hazlina Hussein, Director and Chief Operating Officer, Puan Kautsar Mazlan, Project Manager, and the whole HumanCapient Consulting team members for their invaluable guidance and support throughout CAAM’s transformation journey.

Civil Aviation Authority of Malaysia (CAAM) welcomed a delegation from the Bintulu Development Authority (BDA) for a benchmarking visit at CAAM Headquarters. The visit was led by Datu Haji Muhamad Yakup Bin Kari, General Manager of BDA, together with Tuan Haji Abdul Rahim Bin Abdullah, Deputy General Manager, Puan Hajah Hasiah Binti Morshidi, Assistant General Manager of Corporate Service Division, and senior members of BDA’s management team.
CAAM was represented by Encik Zainul Abidin Bin Maslan, Deputy Chief Executive Officer (Operations), alongside Puan Nor Haliza Binti Hamzah, Chief Financial Officer, Encik Rizal Bin Ismail, Head of Strategy and Transformation Unit, Encik Mohd Fadhli Bin Abd Hadi, Head of Talent Performance Division, and officers from the relevant divisions. The session served as a platform for knowledge sharing, where BDA gained valuable insights into CAAM’s transformation journey and the processes leading to its transition into BBDSB.
UNVEILING OF THE NEW CAAM: SAFER ABOVE, SAFER BEYOND

The Civil Aviation Authority of Malaysia (CAAM) has unveiled its new corporate logo and identity in a milestone event that reflects the organisation’s transformation journey and renewed mandate. The unveiling follows the merger between CAAM and the Malaysian Aviation Commission (MAVCOM) on 1 August 2025, consolidating both technical and economic regulatory functions under one roof. This strategic move is aimed at streamlining aviation regulation, improving efficiency, and enhancing Malaysia’s position in the global aviation landscape.
The refreshed logo, featuring a continuous line forming four interconnected loops that spell out “C-A-A-M,” was designed to capture the spirit of progress, unity, and continuity. Beyond its modern visual identity, the logo symbolises CAAM’s evolving role as a forward-looking regulator committed to upholding safety while embracing innovation and industry growth.
In his remarks at the launch, Transport Minister, YB Loke Siew Fook emphasised that the rebranding is more than just a new look. He highlighted that CAAM is now poised to take on emerging challenges such as regulating the low-altitude economy - drones, air taxis, and advanced aerial mobility which are set to play a major role in the future of aviation. He also underscored the importance of agility and efficiency in regulation, ensuring that safety remains the top priority while reducing unnecessary red tape.
CAAM Chairman Dato' Mohamed Sharil Tarmizi reinforced this message, noting that the new identity reflects deeper cultural and structural reforms within the organisation. He stressed CAAM’s commitment to strengthening regulatory standards, supporting innovation, and securing safer skies for all. Echoing these sentiments, CAAM Chief Executive Officer Dato' Captain Norazman Mahmud shared that the logo marks a bold step in CAAM’s transformation, one that will help the organisation adapt to an increasingly dynamic aviation environment while working closely with industry stakeholders.
CAAM KPI 2026 PREPARATION MEETING

On 15 August 2025, the Strategy and Transformation Unit convened a half-day working session on KPI preparation for 2026 at the Malaysian Aviation Academy Lecture Hall. The event brought together Division Directors and senior representatives across CAAM, with the shared goal of ensuring alignment and clarity in setting the organization’s priorities for the upcoming year.
The session began by presentation from En. Rizal Bin Ismail on the CAAM Transformation Plan refresher, highlighting key milestones achieved to date and the strategic shifts needed to strengthen CAAM’s role as a world-class aviation regulator. This was followed by an in-depth segment on strategic planning, where participants revisited CAAM’s long-term objectives and discussed how each division’s initiatives could directly support CAAM's overall mission.
A crash course on developing strategic initiatives and KPIs by En. 'Izzat Na'im Bin Ibrahim, provided practical insights into designing measurable and impactful indicators. The emphasis was on translating strategy into actionable outcomes, ensuring that KPIs not only reflect compliance and operational efficiency, but also drive transformation and innovation across CAAM. To complement this, participants were guided step-by-step on filling in the KPI templates, promoting consistency and standardization across divisions.

On 4 August 2025, the Civil Aviation Authority of Malaysia (CAAM) held a significant event, Welcoming New CAAM: Celebrating Unity and Transformation, to mark a new chapter in its journey. This celebration followed the successful transition of CAAM into Badan Berkanun Diasingkan Saraan Dan Bebas (BBDSB) on 1 August 2025 - a historic milestone that strengthens CAAM’s role as the nation’s aviation regulator.
The highlight of the event was a keynote address by Dato’ Captain Norazman Mahmud, Chief Executive Officer of CAAM, who emphasize the importance of the BBDSB status in elevating CAAM’s capabilities and positioning it for long-term success. He shared insights on the organisation’s transformation journey, focusing the need for continuous improvement in work ethic, operational excellence, and professional development to ensure CAAM remains a respected and progressive authority in global aviation.
Dato’ Captain Norazman also spoke passionately about unity, highlighting that transformation is only possible when employees stand together with shared values and purpose. He reminded everyone that the merger with the Malaysian Aviation Commission (MAVCOM) was not just an administrative exercise, but a meaningful integration of people, knowledge, and expertise. He warmly welcomed former MAVCOM employees into the CAAM family, reinforcing the idea that this union would create a stronger, more capable organisation.
He further stressed that CAAM’s functions and responsibilities are now broader and more complex than ever before. With greater authority comes greater accountability - to industry, stakeholders, and the Malaysian public. Therefore, he urged all employees to rise to the challenge, deliver excellence in their roles, and continuously improve processes to ensure CAAM not only meets but exceeds expectations.
Before closing, the event unveiled exciting teasers that symbolize CAAM’s transformation journey: a new corporate logo, plans for a new modern office space, and the introduction of a CAAM batik design that reflects the organisation’s renewed identity. These initiatives mark the beginning of a refreshed era - one that blends tradition, professionalism, and forward-looking innovation.
