Q: I am a new postdoc. What do I have to do to get my Chula ID and email account/Internet access?
A: The ID and the Internet account will be processed to you automatically for newly admitted postdocs or postdocs who start their new fellowship rounds. There is no extra forms to fill. You will get notifications regarding these items in your email.
Q: I urgently need to access the Internet to search and download scholarly articles, but it is taking too long to get the permanent Internet access. Do I have any other option?
A: If it is taking too long to get the Internet access (aka CU-NET account), you may request a temporary 3-month CU-Guest Internet access from the Faculty of Engineering. To do so, go the Engineering Computer Center (which is located on the 2nd floor of Engineering Building 3, above Cafe Amazon) during normal office hours and contact Miss Thanikarn (nicknamed Art). Bring your real passport or Thai citizen ID card for verification. (Do not bring a photocopy or an snapshot image.) Note that CU-Guest does not give you an email account. It only gives you access to the Internet and some download privileges.
Q: How do I submit the C2F 6-month progress report and/or the final report?
A: Go to https://c2f.chula.ac.th/scholarship/postdoc/, select the appropriate track, go to “Form,” and go to " Progression report for who start working since October 2022 (and renew a contract for start working after October 2022).”
Q: I am done with my fellowship. I have already reported my completion via the online form. But, I would like to obtain some sort of certification as well. What should I do?
A: This document will be processed by the C2F Headquarter. Visit this link: https://www.cognitoforms.com/ChulalongkornUniversity8/FormForRequestingACertificationLetter to request the document. Scroll down to the bottom of the form. Under "Additional notes", writing down your intention to obtain the "Experience Certificate Letter" in the textbox.
Q: There are so many offices. This is confusing. I don't know what office is taking care of what matter now.
A: The C2F Headquarter oversees application, selection processes, allocating funding to the Faculty of Engineering, progress reporting, final reporting, issuance of experience certification letter. Technically speaking, C2F HQ takes care of the stages where postdocs first enter the program and finishing it as well as progress checkpoints.
The Faculty of Engineering oversees salary payments, ID/CUNET issuance, visa/work permit-related matters, CU iHouse reservation, etc. In nutshell, the Faculty of Engineering takes care of other matters while you hold your postdoc positions. Anything in between.
Q: I'm staying at CU iHouse, and I don't want to move out now. What should I do?
A: If you plan to stay, let us know and we can file a request for you to stay as long as you need. Of course, you will be paying out of your own pocket. Keep in mind that if you plan to stay for a short period, the monthly rate will be more than 10k THB. Please also be advised that you will no longer be supported for the housing subsidy anyway. You might be considering cheaper options elsewhere.
However, if you decide to leave CU iHouse, you can simply inform the CU iHouse staff of your intention.
Q: I'm staying at VP Tower, and I don't want to move out now. What should I do?
A: Like the CU iHouse situation, you will no longer be supported for the housing subsidy anyway. You might be considering cheaper options elsewhere. But of course, if you want to continue to stay at the discounted price, let us know.
Q: My visa is expiring soon, but I want to stay a little longer while applying for the new fellowship. What should I do?
Q: My visa is expiring soon, but I need to stay a little longer to work on my research because I have not yet had my paper accepted/published. What should I do?
A: Extend your visa right away, so that you won't be staying illegally. As long as your supervisor signs off on the visa extension request, then you're OK.
We have also been informed that postdocs will be required to apply for a B visa (instead of ED), and it will be applied through the main Office of International Affairs. We do not yet know about the exact procedure at this time. Hence, please request visa extension documents from the Faculty of Engineering for the time-being. Further instructions on how to switch from ED to B will be given later.
Q: My fellowship has ended, but my paper has not been accepted yet. What should I do?
A: You will have to coordinate with your supervisor to request an (unpaid) "extension" on your fellowship. We recommend that you request for 6 months at a time. If you are able to complete your fellowship requirement before the end of that 6 months, that is fine. You can wrap up your fellowship earlier than the extended 6 months.
Q: I have already requested for a fellowship extension period, but my researcher's ID and the Internet access (CUNET) expire. What should I do?
A: In this case, your ID/CUNET will not be extended for you automatically. You will have to request the extension on your ID/CUNET via this form: ID Card and CUNET Extension Form.
Q: My current fellowship is still in progress (on-going), but for some reason, my research's ID and the Internet access (CUNET) expire too early. What should I do?
A: In this case, your ID/CUNET will not be extended for you automatically. You will have to request the extension on your ID/CUNET via this form: ID Card and CUNET Extension Form.
Q: Do C2F researchers have to pay income tax?
A: For ED visa holders, no, neither Thai nor foreign C2F postdoc researchers have to pay income tax for the C2F grant portion, because the grant is categorized as for education and, thus, qualified for tax exemption. However, if a researcher has other sources of incomes, then the researcher is responsible for finding out about the tax law and regulations regarding those sources. The Faculty of Engineering cannot give a legal consultation regarding those matter.
For B visa holders, 5% tax (withholding tax) will be deducted automatically from your monthly payments. However, usually during the months of January to March of every year, you will be required by law to file the tax form (which can be easily done online). You will report to the Thai government regarding your income from the entire previous calendar year as well as the amount the tax withheld by the government. The online form will calculate for you whether you have overpaid or underpaid. In most likely scenario, you will end up overpaying. Then, you will get the opportunity to request for the tax return. It is for your own benefit to file for the tax return. Not only will you likely get your money back, but you will also be required by law to provide the tax filing information to the officers during your visa and work permit renewals.
Q: What is LessPaper?
A: LessPaper is the official document management system being used at Chulalongkorn University. It is intended to replace papers/hard copies and to reduce carbon footprints. In most case, you don't need to use LessPaper, because most document submissions are handled by either via online forms or emails. But, if there is an unusual request that requires a high level of formality (for instance, requesting to go abroad for a conference, requesting to terminate fellowship early, etc.), then you will be required to submit these documents via LessPaper. No hard copies will be accepted.
Q: I am not sure whether I need to use LessPaper. What should I do?
A: Consult the office/staff who will be receiving your documents. A basic guideline is that if a document appears to be quite formal and requires many people's signatures (supervisor/mentor, Head of Department, Dean, etc.), it is very likely that you will need to submit it via LessPaper.
Q: How do I submit these documents via LessPaper then?
A: Unfortunately, C2F postdoc researchers do not have a direct access to a LessPaper account. Thus, he/she will have to prepare documents in electronic formats and submit them to the responsible administrative staff at his/her respective department.
Every department has its own staff who is in charge of inputting these documents via LessPaper on the researchers’ behalf. Some departments might allow C2F researchers to get in touch with the LessPaper admin directly, but some might ask them to submit these documents to their supervisor first, and then he/she will relay those documents to the LessPaper admin. Either way, please consult with either your supervisor or the departmental administrative office for the correct method used in your department.
