Mikhail Nevelskoy
Wealthy arms dealer and most likely the owner of the mansion. Funds PARMA and creates orientation videos with the Nevelskoy Group. During the Soviet Incursion in 1993, Soviet troops were noted fighting with test subjects (survivrs) around the mansion. In the alternate barn log, Dimitri (Nevelskoy's son) states that his father paid the ultimate price, eluding to his death, although not confirmed. Nevelskoy is most likely in on KHI’s secret plans. He warned the Soviet government that the island was highly unstable, however the Kremlin decided to get involved anyway. Nevelskoy has ties to the Soviet government.
Dmitri
Dmitri is Nevelskoy's son. He can be heard in an eye recording, found in the basement of the alternate barn. In addition, he appears in the Club’s recording as he is attacking people in the area. It is believed he wanted vengeance for his father's death. Last known survivor of the Nevelskoy family on the island.
Kuga (Current)
Most likely the head of KHI. Was named after, but is not the same Kuga that captained the ship in Amenonuhoko. Kuga is the low sounding voice speaking in Log 10. Has ties to the hidden rooms in the Chrysanthemum Bunker, as he ordered them to be built. In addition, he has interest in the wheels situated in said bunker, and can be heard experimenting on the apparent godly power within.
Shimizu (Current)
Seems to be Kuga's close friend or assistant. Named after, but is not same Shimizu in Amenonuhoko. Also appears to be interested in the wheels in Chrysanthemum, however seems to be more cautious of the power they hold.
Mamiya Rinzo (Amenonuhoko)
Captain of the Ryusei. One of the four survivors of the ship’s journey.
Kuga (Amenonuhoko)
Role on the Ryusei unknown. Presumably looks for Amenonuhoko. One of the four survivors of the ship’s journey.
Shimizu (Amenonuhoko)
The lookout of the Ryusei. He lost his right eye, implying connections to the Eye. Presumably dead.
Kawaguchi (Amenonuhoko)
The youngest of the Ryusei’s crew, a cook. Now terrified of the sea. One of the four survivors of the ship’s journey.
Blue Leader
Commands a force of survivrs to fight against the Soviets. Wields an AN-94, a Flare Gun, and a Kukri originally owned by Dr. Tallow.
Red Leader
Commands an army to fight against PARMA during the soviet Incursion. Wields a Super 90, a Flare Gun, and a Machete later placed into the Crimson Club. Possibly killed by Dmitri in response to Nevelskoy’s death.
Heinrich “Henry” Lenz
A Russian physicist who studied electromagnetism. Died in 1865. His work might be behind the Red Zone. Connected to Jackson in some way.
