Currently, the system for electing a president in the United States is a winner-take-all electoral college. Unfortunately, the system at this time is very flawed, for very simple reasons. Currently, the urban vote overpowers people in rural areas significantly, especially in Sierra, where the people of SR-4 have essentially no say in presidential elections; implementing a national popular vote would only exacerbate this problem.
A proportional electoral vote, as has been implemented in the state of Chesapeake, would allow the voices of Alaskans and Hawaiians to be heard in presidential elections by allocating some of Sierra's electoral votes directly to SR-4, and by extension to all other congressional districts. This is an important step to encourage more Americans to participate in the democratic process, especially since the presidential election is so crucial.
Constitutionally, the federal government cannot establish a proportional electoral vote system; instead, that is the power of the states. /u/bandic00t_ himself has introduced legislation in three different states, including Sierra, that would create such a proportional system.
