The Arizona State Library, Archives and Public Records believes that all Arizonans have the right to barrier-free access to library and information services. Digital inclusion, the ability of individuals to access and use information and communication technologies, is inherent in supporting library services in the 21st century.

Libraries' work towards digital inclusion underpins each of the State Library's goals of Information Access, Informal Education, Inclusive Communities, and Institutional Improvements (Arizona LSTA 2018-2022 5-Year Plan).
