A formal letter is suited to some audiences, purposes, and contexts. A formal letter is a difficult mode because it is a "short form." Generally speaking, a formal letter does not exceed 2 full pages, so the writer must make very smart, critical decisions about what to include and how. On the other hand, it is an easier mode to research, so following the common conventions of this mode is more straightforward.
