I've personally seen MPs (Military police) handle GI's (Soldiers) who were under the influence of drugs when I was in the Army during the Vietnam war, drug abuse was rampant then, I was in for 8 years, from 1969 to 1977. When I was stationed in Germany a person can walk down the hall of the barracks and get a contact high from Hashish smoke. That wasn't the problem, the real problem was that of other drugs, such as LSD, speed, and mescaline. People under the influence of such drugs especially Amphetamines most often don't know their own strength and can hurt others. At night in the barracks when the First Sergeant and the Commanding Officer are off duty, the barracks is under command of the CQ (Charge of Quarters) the CQ would try to talk to the GI who is under the influence, trying to talk him down, he cannot get get physical with him. If the CQ can't handle the situation he would then call the MPs. I've seen times when some MPs got knocked to the floor trying to handle the person. The MPs didn't want to hurt these guys knowing that most of them have seen things no man should see while in combat. These were trying times for the military.
