These rules govern how agents must carry, present, and handle firearms while on-duty, in uniform, and while interacting with the public or other personnel. They are designed to preserve safety, professionalism, and accountability.
Holstering & Retention
Pistols carried on the person must be carried in an authorized, agency-approved holster.
Assault rifles and SMGs must be slinged to the front for quick and immediate access.
Breaching shotguns must be attached to the rear of the belt or plate carrier via lanyard.
Sniper rifles/DMRs should be carried on the back to ensure easy access on the sidearm.
Holsters must be worn in a manner consistent with training (strong-side, appendix, cross-draw, or authorized concealment configuration) and must completely cover the trigger guard.
When and How to Display
Weapons will not be displayed or brandished in public or in non-operational contexts unless there is an articulable operational need (e.g., credible threat, tactical deployment, or training).
Public exposure or unnecessary showing of firearms for intimidation, demonstration, or non-operational purposes is strictly prohibited and will be treated as misconduct.
In situations requiring the presence of a weapon but not its display, agents should keep the firearm holstered/slinged and maintain a professional posture and tone.
Drawing & Presenting
A firearm may be drawn only when the agent reasonably believes there is an imminent threat to life or when directed by an authorized training scenario or supervisor.
When safe and tactically appropriate, agents should announce their presence and intentions (e.g., identify as law enforcement and give lawful commands) before presenting a weapon to avoid unnecessary escalation.
After drawing or firing, the agent must immediately notify dispatch and a supervisor.
Concealed Carry & Plainclothes Considerations
Concealed carry by plainclothes or undercover personnel is permitted only during an approved undercover operation and after notification to command/supervisory staff (per unit policy).
Undercover personnel must not remove a concealed weapon in a public area for demonstration or to intimidate; any display must be operationally justified.
Interaction with Civilians
Never use a firearm for intimidation; agents must treat civilians respectfully and avoid unnecessary escalation.
If a firearm is drawn during interaction with the public, commands should be calm, clear, and professional; supervisors should be notified as soon as practicable.
Requests to surrender or secure weapons from civilians must comply with legal standards.
Visibility & Identification in Mixed Environments
When operating alongside non-FBI law enforcement units, agents should ensure their identification and role are clear to avoid confusion (e.g., badges, marked vehicles, verbal identification), especially if a firearm is visible.
Command personnel may require explicit identification steps before permitting weapons display during joint operations or public events.
Maintenance of Professionalism
Displaying or posting images of on-duty firearms, trunk loadouts, or tactical deployments to public channels (social media, public Discord channels) is prohibited unless pre-cleared by command for training/public affairs.
