Notify the suspect that he is under arrest, and give a brief reason.
Upon taking a suspect into custody, apply handcuffs or restraints accordingly.
Position the suspect against your vehicle, maintaining visual control of them at all times.
Important: Handcuffing does not neutralize all threats; continue to assess the suspect's behavior and surroundings for risk.
Ask the suspect clearly and directly: “Do you have any weapons, sharp objects, or anything else that may cause harm?”
Conduct a thorough frisk/pat-down of the suspect.
Remove any concealed weapons, placing them on the patrol vehicle (never directly on the ground).
Weapons should be made safe immediately:
Firearms: Clear the firearm using motion "-clears firearm-".
Sharp Objects/Weapons: Secure the weapon in an evidence bag.
Place the suspect into the rear compartment of the vehicle, ensuring they are seated safely and the door is securely shut.
Ensure you are in the driver seat of your vehicle, shielded from external threats. Then, inform the suspect of their Miranda rights in a clear and firm tone: “You have the right to remain silent. Anything you say can and will be used against you in a court of law. You have the right to an attorney. If you cannot afford one, one will be provided for you.”
Ask the suspect if they understand these rights. If they fail to respond, state: “As you are not responding, I will proceed under the assumption that you understand your rights.”
Upon arrival at the booking facility, escort the suspect to the intake/booking bay. Position the suspect in front of the mugshot area, and take the picture of the suspect.
If the suspect requests medical attention or has an injury at any point during the arrest, provide any immediate assistance you can, and immediately transport the suspect to the nearest hospital. Agents may book the suspect at the hospital and leave the suspect to be secured by medical staff.
Complete the FD-006 report in full detail:
Include all applicable charges
Time and location of arrest
Names of involved units
