In portfolio and program-level agile, the Product Manager (sometimes also referred to as the Chief Product Owner) is responsible for defining, prioritizing, and refining the portfolio or product backlog. This person coordinates the Product Owners dedicated to individual agile teams within a release train and ensures that they are aligned to a common vision and set of priorities.
Whereas Product Owners define user stories, story-level enablers, and their acceptance criteria, the Product Manager defines features and feature-level enablers, often written in the language of Portfolio Epics.

The Product Manager has the main responsibilities of providing application service vision and direction to the product team, prioritization of all work as noted above, including production support, change requests and major system enhancements.

Costs associated with Team members in relation to the Product

Prioritizes requirements and features for development
Collaborates with the Technical Lead(s) to ensure security development and other technical debt is factored into each sprint
