Randy was one of the most brilliant men I have ever known.  He never had the ability to hold a book in his own hands, yet he learned from every experience in his difficult life.  He learned that he could make a difference in the world and made it a better place for others.  Randy was an advocate for those with disabilities.   (Video of Randy Horton introducing the movie, "Only God Could Hear Me"). My late wife, Roberta Herr, was one of the most brilliant women I have ever known, yet she two made a huge differnce in the world. 

The Individuals with Disabilities Education Act (IDEA) requires public schools to provide  and  to eligible students. But not every child who struggles in school qualifies.
