Topic: Controlling the movement and civilian targeting of insurgent terrorist groups in Somalia.

About the committee

This year, the DISEC (Disarmament and International Security Committee) will be overseeing insurgent terrorist groups, specifically Al-Shabaab, which have been active in Somalia since the early 2000s in hopes of establishing an Islamic state. The extremist activity throughout the territory has involved and endangered the lives of large civilian populations both from terrorist and counter terrorist strikes. Furthermore, the groups have inspired further attacks throughout Kenya and Ethiopia from Al-Shabaab’s growing stations throughout the southern sections of the state. More recently, the African Union military (AMISOM) backed by US forces sought to destabilize the group by pushing it out of the capital, Mogadishu, and other more densely populated areas. However, they have faced growing resistance as it becomes increasingly more dangerous to counter Al-Shabaab as the group moves into more urban areas of the state and pushes new guerrilla warfare maneuvers. DISEC aims to see collaboration and compromises made by participating nations to promote the prioritization of human rights and civilian safety for this issue. The committee aims to facilitate the creation of resolutions to prevent further movement and growth of violent terrorist groups throughout Somalia. Delegates must consider both the financial and civilian components to this issue, while finding routes to combating insurgent terrorist groups throughout the state and stabilizing international security.
