The formal actors, or those with constitutional mandate, involved in the management of the lakes are the Laguna Lake Development Authority (LLDA) and the Department of Environment and Natural Resources (DENR) at the national level; the Bureau of Fisheries and Aquatic Resources (BFAR) IV-A at the regional level; and the Laguna provincial government, San Pablo LGU, Rizal LGU, Nagcarlan LGU, barangay LGUs (San Pablo, Laguna: Concepcion, San Lucas 1, Sto Angel, San Buenaventura, Dolores, San Lorenzo, IV-A, IV-B, IV-C, V-A, V-B, V-C, V-D; Rizal: Tala and Antipolo; Nagcarlan: Sulsuguin); and the Fisheries and Aquatic Resource Management Councils (FARMC).
