Keynote Speaker: “The Role of Home Economics in Rebuilding Families and Communities in the Next Century”
Dr. Sue L.T. McGregor is an independent scholar, researcher, policy analyst, educator, and Professor Emerita of Mount Saint Vincent University in Canada. Among her many qualifications, she is an IFHE-certified International Professional Home Economist, a Docent in Home Economics from the University of Helsinki, a Marjorie M. Brown Distinguished Professor, a TheATLAS fellow, a Kappa Omicron Nu research fellow with home economics leadership, a TOPACE International Distinguished Consumer Scholar, a Karpatkin International Consumer Fellow, and a Sustainability Frontier Associate. She earned her Bachelor of Science in Home Economics degree (Food and Nutrition) from the University of Prince Edward Island, Canada in 1975, and her Master of Science in Consumer Behaviour/Home Economics from the University of Alberta, Canada in 1984. In 1993, she finished her Doctorate of Philosophy in Consumer Policy from the University of Strathclyde, Glasgow Scotland.
Dr. McGregor started her professional career as a public school home economics teacher from 1976 to 1981 at Caledonia Park School in Leduc, Westlock Senior High, and La Crete Public School. She also taught various home economics and education courses at Mount Saint Vincent University from 1984 to 2014. She retired from the same University in 2014 and was conferred the honorary rank of Professor Emerita by the University Senate. From 1991 until the present, Dr. McGregor manages McGregor Consulting Group as a proprietor and principal consultant.

Celia B. Elumba recently completed her term in government service as the Director of the Philippine Textile Research Institute of the Department of Science and Technology. In the last ten years, Dir. Elumba spearheaded textile developments and collaborations with the campaign for TELA Pilipinas, or Textiles Empowering Lives Anew, the expression of the aspirations for the development of resources, natural and human, in the regional setting, as they contribute to the textile ecosystem and the global value chain. Through Lab to FAB (Fabric Applications and Beyond), Dir. Elumba promoted applied research, and through the Framework of Closing the Loop on Fashion, initiated thrusts in circularity and sustainable textile R&D. Prior to government work, Dir. Elumba worked with multinational buying offices, international and domestic retail chains, and government for textile services; She held advocacy work for professional and non-government organizations Alay Buhay Community Development and Educational Foundation, Inc., and the Foreign Buyers Association of the Philippines, to name two. Following her retirement, Dir. Elumba continues to promote the local textile ecosystem and fashion sustainability through OMNILean Consultancy Services. She is also a socio civic advocate, through work with the Bayanihan sa Loyola Heights, for literacy, early education, and the 1st 1000 days for maternal with prenatal care. In 2014, Director Elumba was recognized as Distinguished Alumna by the University of the Philippines, College of Home Economics. She was recently conferred eligibility to the Career Executive Service.

Czarecah Oropilla (Eya) is currently based in Bergen, Norway as a PhD Research Fellow in the Western Norway University of Applied Sciences, where she is part of the KINDknow Centre (Kindergarten Knowledge Centre for Systemic Research on Diversity and Sustainable Futures). Her research topic is an exploration of intergenerational interactions and programmes between young children and older adults.
She has a Bachelor of Science in Family Life and Child Development from the University of the Philippines where she graduated cumlaude. She was awarded an Erasmus Mundus scholarship for an International Masters in Early Childhood Education and Care, a joint programme of Oslo and Akershus University College (now Oslo Metropolitan University), University of Gothenburg, Dublin Institute of Technology (now Technical University Dublin), and University of Malta. Eya has taught undergraduate and preschool classes in the University of the Philippines. She also has managed operations of KidZania, an international role-play facility for children and their families in Manila.

Dr. Casiana Blanca Villarino is a Professor of Food Science, at the Department of Food Science and Nutrition, College of Home Economics, University of the Philippines- Diliman. She earned her Ph.D. in Public Health major in Food Science from Curtin University in Western Australia in 2015. She received her MS in Food Science and BS Food Technology degrees from the University of the Philippines-Diliman. She had several administrative assignments in the College of Home Economics and the University of the Philippines Diliman, including being the Chairperson of the Department of Food Science and Nutrition, from July 2015 to June 2018. She teaches food science and nutrition courses both in the undergraduate and graduate programs in the same Department. She has numerous publications in indexed and non-indexed journals, presented papers in various conferences and served as a resource speaker in trainings and seminars. She was awarded the 2017 Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) Professorial Chair Grant for her paper “The Philippine Food Systems: Challenges and Opportunities in the 21st Century’. Her research interests include sensory science, optimization of food formulation and processes involving indigenous materials, and plant proteins. She is currently the RD Leader for Philippine Women’s College of Davao to assist in building up the faculty members’, and institution’s research capabilities under the Science for Change Program (S4CP) of the Department of Science and Technology and National Research Council of the Philippines. Further, she was appointed as UP Scientist from 2021-2023.

Dr. Cynthia Garambas is connected with Benguet State University (BSU), La Trinidad, Benguet as a faculty member and is currently the Director of the Intellectual Property Rights Office (IPRO). She took her Bachelor’s and Master’s Degree in Home Economics at Benguet State University and her Doctorate at the University of the Philippines, Diliman in 2021. Dr. Garambas is an author of several journal articles, books, and manuals. She is also a recipient of several research awards such as the “Best Paper Award in the Industry Sector Category” at the HAARRDEC-CIERDEC symposium (2016).

Chef Waya Araos-Wijangco has been in the Food & Beverage industry for over 20 years working in catering and restaurants. Coming from a background in development, she uses her restaurant work as a launchpad for various advocacies, i.e., championing better equality for women in the workplace, sustainable restaurant operations, inclusive employment for PWDs, and better relationships with farmers, suppliers, and food purveyors.
Her cuisine is influenced by travel, but grounded by local produce, technique, and sensibility. She is currently the Executive Chef of Gypsy Baguio by Chef Waya.

Asst. Prof. Kristine Muñoz, or Twenty Muñoz, is currently full-time faculty member of the Interior Design program at the College of Saint Benilde, and has previously held academic positions in Mapua University and the College of St. Scholastica. She obtained her Bachelor’s Degree in Interior Design from University of the Philippines, and has been awarded in 2019 her Master’s Degree, with Commendations in Interior Design, with a special focus on Urbanism from the University of Hertfordshire.
Twenty Muñoz has written extensively on architecture and design in both commercial and academic capacities having held previously writing and editorial positions, and publishing research work. She regularly lectures and conducts workshops on Design Thinking, Human-Centered Design and interior design as social advocacy.
She is also currently serving as the External Vice President with the Council of Interior Design Educators, and splits her time between the academe and her design practice under Bespoke Design Studio.

Ms. Frances Therese R. Barcenilla is an instructor from the Department of Family Life and Child Development at the College of Home Economics, University of the Philippines in Diliman. Aside from obtaining her undergraduate degree in the same department, her love for child development encouraged her to continue learning as a graduate student of Developmental Psychology. Onto her 5th year as an instructor, she has gathered teaching experience in both the department’s undergraduate classes, as well as various age groups in the department’s laboratory school: The U.P. Child Development Center. Her linkages outside of the department include the ECCD Council, UNICEF, DOST-SEI, and Adarna Group Foundation, Inc. Having experienced teaching during the pandemic, she has witnessed both the benefits and struggles of the remote learning set-up, which emphasizes the importance of the points that will be raised today.

Dr. Excelsa C. Tongson is a full-time faculty member of the Department of Family Life and Child Development at the College of Home Economics, University of the Philippines in Dilliman. She was the College Secretary of CHE and Project Development Associate of the Office of the University Registrar. She is currently the Deputy Director for Training, Outreach, and Extension Program Unit of the UP Center for Women’s and Gender Studies, the President of Women and Gender Studies Association of the Philippines (WSAP), and Chairperson of the Philippine Social Science Council. She has engaged widely with children, women, and LGBT groups in both rural and urban areas for more than 20 years. Dr. Tongson holds a Bachelor’s Degree in elementary education from the Philippine Normal University (Cum Laude) as well as a Master's Degree in Family Life and Child Development and a Doctoral Degree in Social Development both from the University of the Philippines. Her research interests include Gender Responsive Early Childhood Care and Development, women and gender studies, specifically unpaid care of women in the sandwich generation. She has published in various academic journals, presented in local and international conferences, and conducted training and consultancies for organizations such as Save the Children, UNICEF, UN Women, United Nations Research Institute for Social Development, and the International Labour Organization.
Cecile Leah T. Bayaga, RND, PhD

Dr. Cecile Leah T. Bayaga is a fulltime faculty member at the Department of Food Science and Nutrition, College of Home Economics, UP-Diliman for 23 years teaching undergraduate and graduate Nutrition and Dietetics students. Being in this position has made her to be a team player as she deals on a regular basis with students, junior, senior, and well-applauded faculty members. The post has also taught her the value of effective communication. Through her dissertation she was able to establish and become the principal investigator of the Breastmilk Research Laboratory at the College of Home Economics, UP-Diliman. She is also the co-proponent of the establishment of the DFSN-CHE Nutrition Clinic which aims to be an education, research, and extension arm of the Nutrition Section of DFSN-CHE in the areas of nutrition counseling and understanding patient health behavior.

She has served in various capacities as: Practical Arts, Home Economics and Technology, Technology and Livelihood Education, and Computer Education teacher, Subject Area Coordinator, and Assistant Principal for Student Affairs in Maryknoll/Miriam College High School, Quezon City (S.Y. 1979-2010); Vice President and Board Member of the Miriam College Association of Retired Employees (MCARE); Senior Lecturer, Fulltime Faculty Member and Department Chair, Home Economics Education Department, College of Home Economics, University of the Philippines-Diliman (A.Y. 2010-2015); President, Council of Deans and Heads in Home Economics and Livelihood Education of the Philippines, Inc. She has attended, conducted, and presented home economics-related researches in local and international conferences like Taipei, Bangkok, Malaysia, and Singapore; has published a research article in a peer-reviewed international Journal, Journal of Science and Technology (May 2013).
She was presented the Distinguished Award in Education Innovation by the University of the Philippines Home Economics Alumni Association (UPHEAA) in 2016. She was also conferred the James Meany Award for her exemplary service as an accreditor and for her contribution to the growth of accreditation in the country and for continuing passion for excellence by PAASCU in 2018.
At present, though retired, she is still actively involved in many undertakings such as: Consultant of Home Economics and Technology Teachers’ Organization, Inc. (HETTOP), author/editor of Golden Cronica Pub., Inc., subject matter expert editor of C&E Publications, article reviewer of an international journal, and PAASCU accreditor (Faculty Area).
ED Benito “Bong” C. Bengzon, Jr.

ED Bengzon has vast experience in development planning, strategy formulation, investment promotions, marketing, and product development. Currently, he is the Executive Director of the Philippine Hotel Owners Association, a non-stock, non-profit association composed of over 300 hotel owners and developers all over the country. As Executive Director, he manages the operations and implements the plans and programs of the Association. Prior to joining PHOA, Mr. Bengzon was the Undersecretary at the Department of Tourism, where he handled policy formulation, planning, bilateral tourism cooperation agreement, product development, and market development.
He was also a part-time lecturer at the UP Diliman Asian Institute of Tourism and College of Home Economics and the Development Academy of the Philippines Graduate School of Public and Development Management.
Mr. Bengzon is a graduate of UP Diliman with a degree in BS Hotel and Restaurant Administration. He is currently enrolled in the Doctorate for Public Administration Program at the University of the Philippines. He also took up his Masters in Business Administration at the Ateneo Graduate School of Business and Masters in National Security Administration at the National Defense College of the Philippines.
