A current existing human development barrier in Vietnam is the lack of infrastructure, more specifically, the lack of fresh and clean water. An SDG that relates to this barrier is SDG 6, Clean Water and Sanitation. The target of this SDG is SDG Target 6.4. By 2030, substantially increase water-use efficiency across all sectors and ensure a sustainable supply of freshwater to address water scarcity and substantially reduce the number of people suffering from water scarcity. An indicator that connects to this is 6.4.2 Level of water stress: freshwater withdrawal as a proportion of available freshwater resources. However, there are lots of problems that relate to this SDG target and indicator in Vietnam. For example, a study found that 98% of all surface water from the Mekong Delta contained isoprothiolane (a fungicide). The Mekong Delta is an essential water source for the citizens in Vietnam, as more than 73,900 households rely on the water from the Mekong Delta. Not only does this affect the daily lives of Vietnamese people, but it also has a major effect on the agriculture here in Vietnam. Due to severe water pollution, large areas of land can no longer be used for farming. This has led to about 26% of profit loss, which affects the lives of people both in well-being and the economy. The Ministry of Agriculture and Rural Development (MARD) has been working to reduce the amount of fertilizers and pesticides by establishing policies and launching initiatives like the "one-million-hectare high-quality rice development project". However, this was not very successful as farmers and businesses do not have a strong connection, making it harder for farmers to rely on businesses to provide them with their needs. This problem will be difficult to solve as the majority of the farmers here in Vietnam do not know the amount of harm fertilizers and pesticides give to the environment, and they are used to using the cheap and low-quality pesticides already.
