A bias incident is an act of bigotry, harassment, or intimidation that is motivated in whole or in part by bias based on an individual’s or group’s actual or perceived race, color, creed, religion, national origin, gender, age, marital status, disability, public assistance status, veteran status, sexual orientation, gender identity, or gender expression.
The BRRN responds to reports of bias incidents on the Twin Cities campus.
The BRRN’s goal is to contribute to a campus climate that is welcoming, inclusive, and respectful for all.
The BRRN provides support resources to impacted parties, promotes education and dialogue, and affirms the University's commitment to equity and diversity, free speech, and academic freedom.
Local Unit or Department:
University members can also report bias incidents to their local unit or department.
Faculty experiencing or witnessing a bias incident within their department may report the incident to their department chair or dean.

A member of the BRRN will let you know your report has been received in 1-3 business days, provide resources for support, and learn more about your preferred response. The BRRN will main confidentiality whenever possible.
The BRRN will refer those who report incidents to appropriate campus offices that can effectively respond through investigation, educational coaching, or other resources, depending on the nature of the incident
The BRRN will log all reported incidents and track for trends
Notify campus leaders of ongoing bias incidents and trends
Educate and consult about the BRRN to campus groups
Inform the campus community about our work through informational meetings and annual reports
The following is a condensed version of information about the Grievance Process. For more information, please visit the Disability Resource Center website.
The student contacts their DRC Access Consultant if agreed upon accommodations are not being provided or if the student is dissatisfied with the provision of services.
For disagreements/issues regarding DRC-approved accommodations:
The student’s access consultant will work with University personnel and students with disabilities to resolve disagreements and issues.
For disagreements or concerns about the provision of services by the DRC:
The student will discuss the situation with their access consultant.
If unsatisfied with the result, the student may contact drc@umn.edu and ask to make an appointment with a manager.
Complaints about the provision of services by the DRC will first be responded to by a Student Access manager who is not directly involved in the situation.
The Associate Director for Student Access will review appeals if needed.
The Director, serving in the capacity as ADA Coordinator, is the final reviewer. This is the last step of the DRC internal process.
Cases for Instructor Involvement
Instructor believes a student is not being appropriately accommodated or Instructor believes accommodation is a fundamental alteration of course objectives
The instructor also may follow the DRC internal grievance process
The Disability Resource Center (DRC) will promptly respond to verbal or written notification from students who are not receiving DRC-approved accommodations.
The DRC will communicate in a timely fashion with students and instructors about relevant circumstances.
Students are expected to contact the DRC as soon as possible if reasonable accommodations are not being implemented in an effective or timely way.
The DRC will contact the instructor, teaching assistant, housing staff, facilities management, or other relevant party to attempt to resolve the issue.
If the DRC is not able to remedy the situation by communicating with these parties, the DRC will contact the appropriate department administrators to discuss implementation of the DRC-approved accommodations.
If the DRC-approved accommodation is still not implemented, the DRC will direct the student to follow the grievance procedures set forth below.
