Northern Harriers (also called Marsh Hawks) are the ones you see flying low over a field. They have a very distinctive and interesting face and a conspicuous white patch at the base of their tail. Some of the males are quite light which confused my at first. I figured this out when I saw a pair and thought the lighter one was a White-tailed Kite.
