A story of Ruiben Rey P. Paulino A.K.A “Paw-paw”. Born on July 3, 1995, in Purok 7 Poblacion, San Jose, Dinagat Islands, he still resides at the same address, surrounded by the familiar island breezes. He grew up in a bustling household with seven siblings, a childhood filled with memories deeply woven into the fabric of his small town.
Life before TESDA was a constant struggle. Working as a job order employee for the Negros Islands provincial government, he barely made enough to survive on minimum wage. It wasn't enough to provide for his family, and the weight of this responsibility pressed heavily on his shoulders. The struggle was real, palpable.
Then came a lifeline: the Provincial Training Center in Dinagat Islands, and the opportunity to pursue scholarships. He enrolled in Trainers Methodology Level I. The nervousness and self-doubt were significant, but Paw Paw persevered. By God's grace, he passed the National Assessment. That certificate felt like a victory, a crucial stepping stone towards a brighter future.
This success propelled him forward. He became a trainer and assessor in Electrical Installation and Maintenance NC II, and even expanded his skills and became a trainer in carpentry NC II. The PTC Dinagat Islands played a pivotal role in his transformation. They provided not just skills, but a pathway out of the financial struggles that had held him captive for so long. It wasn't instant wealth, but it was enough to breathe easier, to experience a sense of security he had never known before.
Then came an unexpected triumph: Paw-paw won as Mr. TESDA Sea Games 2023. Even now, he finds it hard to believe. Stepping onto that stage, showcasing his talents, pushing beyond his comfort zone—it was a transformative experience. His confidence soared in ways he never thought possible.
Today, Paw-paw is self-employed. He and his former trainees from the PTC, his brothers-in-arms, have formed a successful team specializing in electrical wiring. For nearly three years, they've built a solid reputation, culminating in a recent victory: winning a public bidding for the City Electrification Program. This achievement stands as a testament to the skills they honed through TESDA.
TESDA didn't just improve Paw Paw's economic situation; it fundamentally changed his life. It instilled in him more than just technical skills; it nurtured his knowledge, skills, and attitude. It gave him the confidence to build his own business, provide for his family, and pursue his dreams. Now, he's paying it forward, inspiring others to embrace the opportunities TESDA offers. He knows firsthand that the knowledge and skills gained are not just for a job; they are the foundation for a better, more fulfilling life. His journey, from the challenges of minimum wage to the success of winning a public bid, is a powerful story of transformation, perseverance, and the unwavering belief in oneself.
TESDA: Opening Doors to a Global Career
Vanesa Dagcuta Odtojan Story, known to everyone as Daying, hails from Brgy. Poblacion, Bacuag, Surigao del Norte. Before her life took a transformative turn, she was a timid soul, lacking confidence in her teaching abilities. However, everything changed after she graduated from the Trainers Methodology Level I program as a scholar at the Provincial Training Center (PTC) in Dinagat Islands.
TESDA's influence extended far beyond simply honing her skills. The program instilled in Daying a newfound fortitude and self-assurance. It wasn't just about acquiring technical expertise; TESDA helped shape her into a more confident and capable individual. The knowledge and skills she gained became the foundation for her personal and professional growth.
The TESDA certificate proved to be a powerful tool, opening doors to opportunities that were previously inaccessible. In today's challenging job market, securing decent employment can be a daunting task. Yet, seven months ago, Daying's perseverance and newly acquired qualifications landed her a position as a foreign English teacher at Chiangklomwittaya School in Thailand – a significant achievement.
Daying is deeply grateful to TESDA for its role in her success. She embodies the spirit of the evolving TESDA motto, from "Sa TESDA, abot lahat" (In TESDA, everything is within reach) to the more recent "Sa TESDA, lingap ay maaasahan" (In TESDA, care can be relied upon). Her journey serves as a powerful testament to the transformative power of investing in oneself, embracing lifelong learning, and allowing TESDA to mold one's skills for a brighter, more fulfilling future. Daying's story is a beacon of hope, inspiring others to pursue their dreams through education and perseverance.
Regelyn Cobol: From Small Business to TESDA Success Story
Regelyn Cobol, once known simply as "Inday" or "Reg," was born on September 8, 1994, in the humble Brgy. R.E. Ecleo Sr., Dinagat Islands. As the only girl and the youngest of three siblings, she always had a quiet determination to make her mark. Little did she know that her journey through TESDA (Technical Education and Skills Development Authority) would lead her to become an inspiring trainer and a beacon of hope for her community.
Before TESDA, Regelyn was a self-starter, running a small business and working as a dealer for Avon and Personal Collection. "I was making ends meet, but I knew I wanted more," Regelyn recalls. "I wanted to gain skills that would truly empower me and open up new opportunities."
The Provincial Training Center – Dinagat Islands (PTC-Dinagat Islands), She dove headfirst into their programs, earning an impressive four National Certificates: Hilot Wellness Massage NC II, Trainers Methodology Level I, Barangay Health Services NC II, and Bookkeeping NC III. She also gained valuable training in Sugar Concentration and Fermentation and Pickling leading to Food Processing NC II. Each qualification added another layer to her growing skill set and confidence.
"TESDA wasn't just about learning technical skills; it was about discovering my potential," Regelyn explains. "The trainers at PTC-Dinagat Islands were so supportive. They believed in me even when I doubted myself."
Her life took a significant turn after completing her TESDA qualifications. Regelyn applied for the Government Internship Program and was assigned to none other than the Provincial Training Center – Dinagat Islands. It was a full-circle moment. Armed with her Hilot Wellness Massage NC II and Trainers Methodology Level I certifications, she became a trainer herself.
One of her proudest achievements was conducting a Community-Based Training Program in Basic Hilot Wellness Massage for the ALS (Alternative Learning System) Teachers of DEPED Dinagat Islands on September 10-14, 2025. "It was an incredible experience to share my knowledge and skills with educators who are dedicated to helping others," she says. "Seeing their enthusiasm and the positive impact of the training on their lives was truly rewarding."
Today, Regelyn's story is a testament to the transformative power of TESDA. "TESDA has had a very big impact not only on myself but also on my career and my way of life," she says with gratitude. "I am so thankful to PTC-Dinagat Islands for the quality training and the opportunities they have given me."
