ย ย ย ย DAP capacitates TAU leaders on anticipatory governance

Highlighting the role of foresight and futures thinking in strategic visioning and risk management and resilience, the Tarlac Agricultural University (TAU) Administrative Council (AdCo) participated in a Training on Strategic Foresight and Scenario-Based Planning in partnership with the Development Academy of the Philippines (DAP) Center for Governance - Operations Management Office at Subic Bay Venezia Hotel, Subic Bay Freeport Zone, on 9 - 12 October.

Despite his full itinerary, TAU President Dr. Silverio Ramon DC. Salunson stayed for the crucial periods and witnessed the bottom-up planning and collaborative ideation of AdCo members, facilitated by Dir. Alvin P. Principe and Ms. Merriam P. Dy.

โ€œThis training will give our middle managers and senior leaders useful strategies and insightful information and open fresh possibilities, reminding us that we may not be able to actively design the future but we can prepare for whatever that is imminent,โ€ Dr. Salunson shared during the opening ceremony.

The University Executive also stressed how the training came at such an opportune time as TAU works to overcome institutional challenges and turn them into opportunities for growth and innovation.

Organized by the TAU Office of the Vice President for Planning and Quality Assurance (OVPPQA), the eight-session event included lectures and workshops from scenario framing up to the determining of indicators and signposts for the first three days. For the final stretch, the four groups, each led by a TAU vice president, presented their scenario plans exploring various themes and versions of futures.

Dr. Leonell P. Lijauco, VPPQA, said that TAU needs to prepare for futures to โ€œremain relevant, competitive, and resilient.โ€ Further capitalizing on TAUโ€™s primary functions as an educational and research institution, Dr. Lijauco underscored how TAUโ€™s anticipatory governance should look forward and respond to global trends such as evolving educational demands, shifts in agricultural practices, environmental challenges, and technological advancements.

Furthermore, Dr. Arnold R. Lorenzo, Vice President for Finance and Administration (VPFA), presented the collective takeaways from the TAU participants after he and his fellow VPs coined the acronym STIR:ย  Strategic, Transformative, Innovative, and Relevant interventions which must be reflected in TAUโ€™s 10-year roadmap.

The next training, which will dwell on deepening components, will be held in Bani, Pangasinan on 21-22 November.ย  Said program will have five more sessions thereafter culminating on 12 February 2025 for the final validation.

In cooperation with Green Convergence (GC), Energy Development Corporation, the Provincial Government of Tarlac (PGT), and several other partners, Tarlac Agricultural University (TAU) has once again proven its longstanding commitment to advancing sustainable development in the Philippines as it collaborated in facilitating the Green SONA (State of the Nature Assessment), despite limited preparation time, at the TAU Student and Alumni Center on 28-29 August.

Assembling hundreds of in-person and virtual participants, the 2024 Green SONA lectures focused on issues relevant to Tarlaqueรฑos. Mr. Teddy Baguilat Jr., president of Angat Kalikasan Pilipinas, explained how every individual's moral choices contribute to global warming while University of the Philippines professor emeritus Dr. Guillermo Tabios III discussed the importance of floods and watersheds.

Meanwhile, Ms. Joyce Anna O. Manuel from TAU College of Agriculture and Forestry (CAF) shed light on the effects of drought on food security. Ms. Celia Esteban, a representative from Tarlacโ€™s Provincial Environment and Natural Resources Office (PENRO), reported on local government unitsโ€™ (LGU) waste management practices. Also, Department of Environment and Natural Resources (DENR) Secretary Antonia Yulo-Loyzaga delivered a keynote address, zeroing on the causes and implications of climate change in the country.

The afternoon of day 1 featured the launch of childrenโ€™s books on Philippine Native Trees (PNT), led by GC officers, which was immediately followed by a series of talks on: upcycling by Ms. Michelle B. Taรฑada of National Council of Women of the Philippines (NCWP); household cooperatives by Ms. Conchita Palencia of the Province of Isabela Green Ladies Association, Inc. (PIGLAI); carbon neutral farming by Ms. Bernice Darvin of Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA); SMART Agriculture by Mr. Christian D. Robillos of TAU; enhanced environmental education and awareness by Dr. Alma M. Corpuz of Tarlac State University (TSU); and regenerative path by Ms. Agnes C. De Jesus of First Philippine Holdings Corporation.

The afternoon session was also made more special by the closing remarks of Tarlac Governor Susan A. Yap whose speech dwelled on the dangers and downsides of overcommercialization. A ceremonial tree planting of PNT seedlings capped off the events for the first day.

For the second day, Dr. Angelina P. Galang spearheaded the presentation of โ€œAko ang Bukasโ€ Movement, a cross-sectoral environmental coalition whose grassroots campaign on climate neutrality is gradually gaining momentum. A multi-sectoral workshop, facilitated by Mr. David Dโ€™ Angelo of GC and Ms. Charmaine Lace Q. Pascua of TAU, wrapped up the two-day conference.

Founded in 2007, GC remains as one of the nationโ€™s prime movers in promoting sustainability while striving to balance social and economic progress with ecological health. According to its website, GC has conducted Green SONA since 2006 โ€œto spread the ecological paradigm and to provide a platform for discussion of local / regional issues contextualized in the current national situation.โ€

๐‚๐‡๐‘๐Ž๐๐ˆ๐‚๐‹๐„๐’ | ATI upskills Central Luzon farmers, โ€˜agrimentorsโ€™ at TAU

For eleven days, the Agricultural Training Institute - Regional Training Center III (ATI-RTC III) spearheaded the "Training of Trainers on the Production of High-Quality Inbred Rice and Seeds and Farm Mechanizationโ€ in partnership with Tarlac Agricultural University (TAU) at the TAU - Bamboo Training Center (BTC).

The intensive learning program brought together 30 farmer leaders from Region III to equip them with knowledge of the latest rice production and mechanization technologies. This type of collaboration underpins the collective action principle in propelling sustainable agriculture and empowerment among local farmers.

TAU President Dr. Silverio Ramon DC. Salunson led the opening ceremony and emphasized the importance of farmers in the country. He also expressed his full support for ATI-RTC III for plans and activities that will support local farmers.

Said training envisions to upgrade rice production and strengthen the capabilities of the farmer leaders. Transformational leadership sessions equipped the participants with new skills to bring change to and inspire their community. The program also discussed the effects of rice tariffication and liberalization, giving an in-depth understanding of the current policies regarding rice trade and how such policies impact local farming.

With the guidance of Dr. Amy Lizbeth J. Rico, Manager of the TAUโ€“SMART Agriculture Center, the participants were introduced to advanced technologies in rice production, harvesting, and processing to ensure high-quality yields. The hands-on training also included practical sessions on using and maintaining farm implements, emphasizing efficiency and productivity. The seed certification process was also discussed in great detail, providing participants with the necessary information for producing high-quality inbred seeds.

The training familiarized the farmer leaders with ICT services that offer digitalized farm management and information dissemination tools. Participants also gained practical field exposure to further support their learning. Enrichment was offered to the theoretical setting through classroom sessions, complemented by practical activities in the field.

The training aims to make the thirty farmer leaders technically capable and empowered to lead their communities into more sustainable and profitable farming practices, paving the way for food security and a better quality of life for farmers in Region III.

The leaders trained in this manner will soon return to their base communities for furtherย  training, thus initiating a ripple effect and helping the large farming population. The successful implementation of this training bodes well for further positive changes that could arise from such cooperation and dedication to agricultural development.

Mr. Dann T. Diez, Chief Executive Officer (CEO) of the Cebu-based non-profit organization Sustainable Energy and Enterprise Development for Communities (SEED4Com), visited Tarlac Agricultural University (TAU) on 9 August.

Mr. Diez was officially welcomed by the External Linkages and International Affairs (ELIA) office headed by its Director, Dr. Benny S. Soliman. He was also accompanied by ELIA staff to roam TAUโ€™s flagship project facilities, such as the SMART Agriculture Center, the e-Bamboo project, and the Bambusetum.

TAU and SEED4Com as TAUโ€™s partnered-institution are strongly driven to provide quality services and empower the life of individuals within the community through their shared commitment.

Since its establishment back in 2014, SEED4Com continues to support extensive action for the local communities, especially in the penurious areas in the country who really need help and reinforcement by.

Future projects for the locale include preserving the highland watershed by reintroducing endemic trees and bamboo, providing sustainable livelihood for Ayta farmers, and offering literacy and skills training.ย
