More and more goods are being purchased from online stores and this is making traditional retailing from physical shops more difficult. This has caused some shops to close, and fewer new shops to open. There are also pressures from bigger shops that want move to out of the central city to cheaper industrial land where there is more space for car parking. In many places this has led to a less vibrant and attractive central city.

Key points to consider include which types of shops might be most affected by the shift to online retailing, how shop-based retailing could be designed to better compete with online retailing, where shops should be allowed to operate, and other activities that could make shopping areas feel vibrant.
