Constitution of IPSA-ECP RC23

Article I. Name and Purpose

This organization shall be called the IPSA Elections, Citizens and Parties (IPSA-ECP) Research Committee.

It aims to facilitate research and teaching on Elections, Citizens and Parties, particularly in a comparative context. The Research Committee welcomes multiple qualitative and quantitative methodological approaches to understanding these subjects, including institutional, behavioral, case-study, experimental, historical, and survey-based approaches.

To achieve these goals, the RC will engage in a variety of activities which may include: organizing conferences, workshops, panels and similar scholarly networking events to share and disseminate research; dissemination of relevant information through the website such as sharing publications, working papers, data-sets, teaching syllabi, and online resources; and raising money to support activities conducive to its goals.

Article II. Membership and Dues

Anyone sharing the purposes of the Research Committee may become a member. The amount of the dues is set by the Executive Committee. Until further notice, it is set at 0.

Article III. Officers

Officers of the RC are the President, Vice-President, an Executive Committee, and a Program Organizer.

The members of the Executive Committee serve for two years. Members of the Executive Committee may be reelected for a second two-year term. Those members who have served two successive terms are not eligible for nomination for a third term. They may be nominated and elected again, however, following a minimum of two years absence from the Executive Committee.

Two months before the IPSA Congress, the Nominations Sub-Committee will email all members with a list of the membership and a statement of the number of forthcoming vacancies on the Executive Committee to be filled. Members will be asked to nominate as many members as there are positions to be filled. These nominations must be returned to the Nomination Committee no later than one month before the IPSA Congress.

The Chair of the Nominations Sub-Committee will then email all members with the names of those members having received the highest number of nominations. The number of names shall be no more than twice the number of positions to be filled. The election for the Executive Committee is held by email ballot of the total membership one month before the annual business meeting of IPSA-ECP. Newly elected members of the Executive Committee take office after the annual business meeting where the results of the ballot are announced.

The President and Vice-President are elected by the Executive Committee from among its members. The president normally serves a two-year term and he or she is not immediately eligible for reelection. The Vice-President normally serves a two year term and then is eligible to serve a further two years as President. This rotation is designed to ensure continuity in the RC business.

The Program Organizer is appointed by the President, in consultation with the Vice President, for a two-year term.

Temporary officers, such as members of Sub-Committees, shall be appointed by the President, in consultation with the Vice President.

Article IV. Duties and Responsibilities of Officers

The Executive Committee meets face-to-face at IPSA Congresses and communicates at other times as necessary through electronic means. It shall direct the activities and carry out the policy of the RC in accord with Article I and any decisions taken at business meetings.

The President or Vice President presides over the business meeting and meetings of the Executive Committee. The President conducts the day-to-day activities of IPSA-ECP. Responsibilities include the maintenance of membership records, the collection of any dues, the supervision of the RCs finances, the flow of information to the membership, and maintaining the IPSA-ECP website and the mailing list.

The Program Organizer works with IPSA to organize panels and events at the IPSA Congress.

Article V. Annual General Meeting

A business meeting of the membership will be held every two years, normally in conjunction with the IPSA Congress. The Executive Committee will prepare the agenda for this meeting. This provision does not preclude, however, members from raising matters from the floor.

Article VI. Amendments

Proposed amendments to this constitution must be submitted in writing to the Executive Director no later than 120 days prior to the forthcoming annual general meeting. The text of any amendments received by that deadline will be communicated to all members no later than 90 days prior to the forthcoming annual general meeting.

Members will be asked to return their vote on proposed amendments within 45 days of the date they were circulated. A majority of those voting will be sufficient to adopt any amendment, provided that at least 25 percent of the membership votes. Amendments adopted will be announced at the business meeting and published on the website. Amendments become effective on announcement. If the vote fails to reach the specified return rate, the proposed amendments are voted on by the annual general meeting. A three-fifths majority of those voting is sufficient to adopt an amendment at an annual meeting.
