Will masks be available to students and staff if their own break or become soiled?
The district has purchased extra masks in the event that masks are soiled, broken, or lost . However, the district also encourages families to pack their child a second mask, too, if possible.
What will communication look like between local unaffiliated sports teams (aka travel teams) and schools? For example, if a player tests positive on a team and there is an outbreak (but player does not attend SWSD, but other team members do) will all local schools be alerted?
It would be incumbent on SWSD families to notify the school. The school has no jurisdiction over sports teams or students outside of the SWSD district.

Given that my husband and I work full time, there will be days when my children are not able to complete the virtual learning work on the day it is assigned. What accommodations will be made for parents struggling to teach at home while working full time? Will my child be punished if the work is not completed on the day of assignment or will there be grace periods for virtual learning days?
Students are required to engage in distance learning daily as it is one of the 180 school days that are required by the NJDOE. The most important task to accomplish is to log-in and complete the attendance question by 8:00 p.m. each day. Student assignments will have due dates. If there are issues with your family schedule and assignment due dates, the District recommends you reach out to your child's teacher. The classroom teacher will be able to work with whenever possible.
If a child is having a particularly bad day or has a tendency to have breakdowns, will the teacher be able to comfort the student or will they not be able to do that at all based on social distancing ?
Yes, staff will be available. However, staff may be wearing a shield, mask, and possibly gloves depending on the situation.

Like a lot of families, my husband and I both work, but thankfully my employer is being very flexible with working from home. However, my mornings are very hectic and my son is used to an early start to his day. It would be a huge help to us if he were to have a kindergarten morning class schedule. Is there any possibility to change the class time he is scheduled for?
Unfortunately, no sessions can be adjusted at this time. The District has received an abundance of requests for session changes. Requests can not be honored. As indicated on the website, if there is a significant enrollment in distance learning and the district is able to revisit this plan, the district will. Can siblings pick different options? One in virtual one in person?
Yes, families will be required to fill out an individual Distance Learning Application for each child. One child may attend the Hybrid Model and one child may attend the Distance Learning Model.
Please clarify the drop off and pick up procedures and please reconsider the windows of time given. Parents who will not use bussing or car pool can not make ten minute windows if children are in two or three different schools and schools are across town. Also, will children just be milling around the gym are we entering the building making multiple pick ups even harder? Will they be outside? I'm the only parent available to do both drop off and pick up and will not be relying on others parents to help. If window times are not changed how will constant lateness be handled?

When there is a confirmed Covid-19 case in the district, how will this be announced? Will it be announced as "There is a case in the district" or "There is a case at Stratton school" or "There is a case in Mrs. Something's class in Stratton school" or something else?
The District can not guarantee any specific communication plan as each scenario is situation dependent and will be guided by the NJDOH.
For example, individuals are contagious two days prior to being symptomatic. If the last time someone was in school was a Tuesday and they became symptomatic on a Sunday, that may impact the directive per the NJDOH regarding how the school district will provide notification.
What I can tell you is that all of this is medical information and as such - the District will follow all directives and guidance provided by the NJDOH. Every family of every student identified via contact tracing will be contacted directly from the school on behalf of the NJDOH. We will partner with the NJDOH in the contact tracing process. This is one of the many reasons why we are limiting student movement. Individuals not contacted were deemed not to have been exposed per the NJDOH and are not required to quarantine. Only individuals who are contacted as having been exposed will be required to quarantine.
Every situation is situation specific. The NJDOH will be coordinating all next steps. We will utilize our district physician, too, as needed. The District has a meeting scheduled with our District Physician the week of August 3rd to review processes and procedures, too.

Can we opt out of outside recess since masks will not be required?

We have a daughter recommended for Advanced classes. How will this be handled if we choose remote learning?
The District is still in our scheduling process at this time. We will be engaged in scheduling throughout the beginning of August as we account for students participating in Distance Learning. Children enrolled in Advanced Math will receive Advanced Math. A child will not be expected to forgo an advanced opportunity as a result of their learning modality preference (Hybrid or Distance Learning). The District will work to ensure this opportunity will be afforded to all students enrolled in Advanced Math and/or Pre-Algebra.

Are there structured time frames for remote learners, just as in classroom? Will the remote learners be taught live or recorded instruction for 4 hrs to align with in person?
Teachers work a traditional work schedule between 8:30 a.m. and 3:30 p.m. (depending on the building). Teachers will establish a structured schedule for students. "Hours of instructional time are not defined as a student’s time spent in front of a teacher or in front of a screen, but time engaged in standards-based learning under the guidance and direction of a teacher." (Road Back Plan) It should be expected that the total amount of student engagement time will be approximately 4 hours.

What will be the consequence for kids not wearing a mask ?
Students are required to wear a mask whenever 6 feet of social distancing is not able to be maintained. Depending on the developmental age of the child, students who need assistance with endurance will be assisted in that process; however, we do encourage families to begin to practice this now. Students who refuse to wear a mask out of personal choice will be addressed via the Code of Conduct.

If I need to keep my child home for cough or runny nose, can they participate in the virtual schooling that day or will they be marked absent?
The District is currently working on a plan to allow for students engaged in the Hybrid Learning Model to engage in learning from home when they are on: quarantine, isolation, and on the days when "in a traditional year" they would be in school but out of an abundance of caution students remain home from school. Will small group instruction, such as guided reading, be allowed during in school instruction? Will small group instruction be offered for full virtual students? Will enrichment be offered for either program?
Small group instruction can be offered easily in a Distance Learning Model; however, it will be trickier on-site. Students will not be able to sit within 6 feet of one another. The District is continuing to review instructional planning, and more information will be provided closer to the start of the school year.
Gifted and Talented Instruction will be offered. Student work will be differentiated so enriching opportunities will be available when appropriate.

Are they going to be busing the students by grade to not cross contaminate different grade levels/ schools - I have heard a few local districts doing that?
No. Transportation routes will be identified by residential location.
Will kindergarten be on a bus by themselves? Will kindergarten classes be grouped by bus route?

These details are still being planned and outlined by the Curriculum Department. However, in the meantime, below is a general overview of the planning:
The District is committed to raising the bar of what our virtual instruction will look like. Students will have structured schedules and much more online interaction than they did in the spring. The District will continue to utilize Google Classroom as that is what our students will use when we resume full-capacity instruction. Building strong teacher - student relationships will be a focus, and there will be more teacher "face-time." There will be more collegial planning time available. Teachers will provide families with clear communication as to what is to be learned, how it is to be learned, and why it is important. The District will engage in what is referred to as an "Accelerated Learning Model." More timely feedback regarding student work and more on-going monitoring of student learning will be provided in a variety of modalities. Finally, the District will definitely promote creating a fun and creative way for students to learn while promoting engagement and motivation.
Additionally, there will be a committee of various staff members that will meet in August to share ideas, discuss feedback, and collectively brainstorming the best (and most practical) approaches to our new world of instruction. We will be working collectively to provide the best experience for students and families through this trying time.

Will there be a grace period for pick up/drop off times since the times are so close and getting 3 kids to 3 schools on time will be impossible?
The District believes that the start times of each school will allow for time to travel in between buildings. However, at the same time, we do expect an increase in student drop-off this year. How do you plan to let parents know when a student or teacher, who has contact with their child, has been exposed to Covid-19?
The SWSD will notify the NJ Department of Health when we become aware of a student or staff member testing positive. (Of course, this is if we haven't already been notified by the NJDOH of same.) The District will work in collaboration with the NJ Department of Health and this includes how communication will be handled. All families will be contacted if their child has been identified, through contact tracing, as an individual who has been exposed. The District will work with the NJDOH, and the District will contact families on their behalf. The District will not, as is required by HIPPA, release the names of individuals who have tested positive.

Contact Tracing-How will parents be notified if their child has been exposed? What is the expected time frame of notification? Will we just be notified if someone is positive for Covid or will we also be notified if there is a suspected case? Please provide additional information regarding quarantine procedures if there is a positive case in the classroom, will it just be the class that is quarantined or could potentially the whole school be quarantined?
Notifications will be made only when a someone has tested positive and notification practices will be guided by the NJ Department of Health. Contact tracing will begin once the NJDOH contacts the school district or the school district contacts the NJDOH. The school will contact all families of students identified as having been exposed. The definition of "exposed" is an individual who has been in close contact (less than 6 feet) for a period of 10 minutes or more. Only individuals who are identified as meeting that criteria will be identified as someone being "exposed." NJDOH Protocol Excerpt: "People who you may have casually come into contact with (e.g., passed by in the hall, briefly spent time within a room, shared a short elevator ride), are not considered to be at risk and do not need to be contacted."

Will there be plexi-glass splash guards in classrooms since students are not required to wear a mask just encouraged in the classroom? I heard that that there were no funds left for splash guards, however don't we have capital reserve funds in our budget and wouldn't this fall as a building or maintenance improvement for safety similar to the vestibule project that was approved last month? If this wouldn't fall as a capital reserve project can you explain what funds are available to assist the district with its reopening plan including ensuring there is appropriate PPE for staff?
Students may only remove their mask when they are seated at their desks and ensured a minimum of 6 feet (if not more) away from another student. Masks are encouraged throughout the school day; however, if a child needs a mask break, the only place he/she may do so is when social distancing is adequately provided.
Plexi-glass/sneeze guards will only be provided in situations where a student may be seated less than 6 feet from another person. The District has ordered sneeze guards where appropriate. No order presented to the business office for needed PPE supplies has been denied. The building principals worked with the Director of Maintenance to determine appropriate needs.
Note: PPE is not allowable under Capital or Maintenance reserve. We are exploring the possibility of requesting partial FEMA reimbursement for PPE expenses.
The District has purchased face shields for staff who will be in closer proximity to students, and all staff will be provided with a cloth facial covering.

With the current legislation pending in NJ to order all schools to be virtual this coming year, is the school prepared currently to begin completely virtual on the first day for all students or would we need to push back the start date if this bill is passed?
At this time, the recently approved calendar is expected to be the school calendar for 2020 - 2021. If the District is ordered to go completely virtual, the District will be ready. The District is already planning for a Distance Learning ONLY Model (Option 2).

Are any manipulatives/sensory objects/hands on techniques going to be used in special education and in regular classrooms at all? (tens blocks for adding, etc)
Yes, both physical and technological manipulatives will be used as appropriate. Physical manipulatives will be used by ONE student and ONE student only. Many staff members will pre-bag manipulatives for a specific child. Manipulatives will either be cleaned by the classroom teacher or if the teacher chooses not to clean manipulatives, they will be bagged and provided to our maintenance staff who will clean them on a designated material cleaning day. Until physical manipulatives are cleaned, they may not be shared with anyone other than that child.

Why are children allowed to have snack with their classmates but not stay for an entire day and enjoy some social time with their class in their rooms for lunch and break up the 4 hours of sitting in your desk being instructed? Wouldn't this help build the rapport so desperately needed in both models?
An early dismissal schedule allows time in a teacher's day to interact with students in both groups (A & B) each day. Although teachers often put in many hours outside of their seven hour and 20 minute contractual work day, and the District will respect the 2019 - 2024 collective bargaining agreement.

On Social Distance slide #2 of the presentation by Dr. O'Neil #6 states that students will have recess which is separated by class. Where will this take place outside, is it near the playground equipment? How will you keep younger children and special needs children off of the equipment? Can parents opt out of outdoor time with their classmates for their children? What happens during this time for recess during inclement weather?
Social distancing slide #2 states, "students may enjoy time outside for recess / free-play time with their class." Recess is not a requirement as classes MAY choose to hold recess in their schedule for that day. This question is building specific, and the District is confident in the abilities of our teachers and administrators to ensure students are not assigned to areas that may be a challenge for staff to manage. Recess is not mandated as a daily requirement. The 20 minute legal requirement for recess does not apply to shortened days. However, the District recognizes that there is a positive benefit for students to have free play and if it is possible and scheduled, a class may engage in free play. If the weather does not permit classes to go outside for free play, than this will be not permitted on that day.

Dr. O'Neil responded to our question about virtual open house with this "The school district will be working with our staff and the SWEA to plan for a virtual open house. Open houses are not job responsibilities of our teaching staff; they are beyond the teaching staff’s contractual time and are 100% volunteer. We work on these plans collaboratively. More information will be forthcoming closer to time."
During these unprecedented times, could it be changed to a mandatory open house this year? Will teachers be giving their class notice that they cannot host a virtual open house if it isn't? Will the class be given an alternate day for them to see their classroom and meet their teacher? Will virtual students have a virtual open house to meet their teacher the same night?
The District is bound by contractual obligations and the District is unable to mandate staff to participate in the District Open-House outside of contractual hours. The District works collaboratively with staff to plan for events, and we appreciate all staff who volunteer their personal time to be a part of these events. Most staff members, if they do not have a previously scheduled outside obligation, often volunteer their personal time. However, this is not a contractually mandated event.
No large gatherings will be planned indoors prior to the start of school. Visitors will also not permitted to enter our school buildings until we return to full-capacity status. Swsd staff and students will be the only occupants of our instructional classrooms. Visitors will not be permitted (with the exception of the designated dismissal pick-up area) until the District returns to full-capacity instructional mode.

How will lockdown drills be handled within the classroom?
The School Safety Specialist, Dr. O'Neil, participated in the School Safety Webinar on July 16, 2020. Districts are still responsible for one fire drill and one safety drill within school hours, once a month. SWSD is still awaiting guidance for how those drills should be implemented.

"The Office of School Preparedness & Emergency Planning (OSPEP) will provide training webinars on a monthly basis to suggest a drill to be conducted the following month. Guidance and suggestions as to how those drills can be implemented during the state of the health crisis at that time will be provided during these sessions."

If a school day is considered 4 hours of instructional time minus lunch and recess times, how is entering the building at 8:25, putting your supplies in your desk taking attendance having snack and recess time and being ready to go at 12:35 equal to 4 hours of instructional time?"The DOE letters indicate that to meet the 180-day requirement, a day must include 4 hours of pupil contact time, excluding lunch and recess, and the pupil contact time requires actual instruction, which does not include travel between classes. This is consistent with current administrative code:"
Per the NJ Road Back Plan: "According to N.J.A.C. 6A:32-8.3, a school day shall consist of not less than four hours, except that one continuous session of two and one-half hours may be considered a full day in kindergarten. District and school policies for attendance and instructional contact time will need to accommodate opportunities for both synchronous and asynchronous instruction, while ensuring the requirements for a 180-day school year are met.....Hours of instructional time are not defined as a student’s time spent in front of a teacher or in front of a screen, but time engaged in standards-based learning under the guidance and direction of a teacher."

For students who can’t afford PPE and students who forget or damage their PPE, what will protocols be?
As always, the District will continue to work with families who receive free or reduced lunch. The District has purchased additional masks for every building in the event student masks become soiled, break, lose, or forget their masks.

What level of PPE will be required of SWSD staff while students are in the building?
Staff are required to wear masks throughout the school day. Some staff may choose to also wear a face shields. Staff who may be working with students who tend to become physical may also wear gloves when engaging in approved therapeutic holds or crisis intervention. Some instructional or testing areas may also require sneeze guards as well.

It's been well documented that 1 in 4 Teachers in this country are at greater risk of serious illness if infected with Coronavirus in addition there may additionally be teachers that live with family member or care for family member that falls in a high risk category, how is our district planning to support those teachers so we are not putting them or their family in additional risk? Will these teachers be the virtual only teachers for example?
Teachers received a survey to indicate their interest in teaching in our Distance Learning Program. Staff members who fall into the high risk category but do not wish to participate in Distance Learning will be permitted to use leave in accordance with contract, policy, and applicable law.

Will there be plexi-glass splash guards in classrooms since students are not required to wear a mask just encouraged in the classroom? I heard that that there were no funds left for splash guards, however don't we have capital reserve funds in our budget and wouldn't this fall as a building or maintenance improvement for safety similar to the vestibule project that was approved last month? If this wouldn't fall as a capital reserve project can you explain what funds are available to assist the district with its reopening plan including ensuring there is appropriate PPE for staff?
Students may only remove their masks for a mask break when they are seated at their desks and seated minimally 6 feet (if not more) from another student. Plexi-glass will be provided in situations where a student may be seated less than 6 feet from another person. The District has ordered sneeze guards when requested by building administration. No PPE order requested by administration for necessary supplies has been denied by the business office. During this process, the building principals also met and worked with the Director of Maintenance to determine building needs.
The District has purchased face shields and masks for staff. All staff will be provided with a cloth facial covering.

Why are we doing no masks in the classroom?
Updated as of 8/3/20: All students will be required to wear a mask at all times unless a medical issue prevents them from doing so. The District is awaiting additional clarification at this time.

June 26, 2020 Guidance: Per the Road Back: Restart and Recovery Plan:
"When social distancing is difficult or impossible, face coverings are required for students, and face coverings are always required for visitors and staff unless it will inhibit the individual’s health. It is necessary to acknowledge that enforcing the use of face coverings may be impractical for young children or individuals with disabilities. ............In a classroom setting where social distancing can take place (e.g., desks are 6 feet apart) or physical barriers are in place, face coverings can be removed while students are seated at desks but should be worn when moving about the classroom. "
Masks are encouraged for students throughout the entire school day; however, if students need a mask-break they may remove their mask when seated at their desks when social distancing is permitted.
How will children with IEPs be supported through virtual learning? Chromebooks do not allow for Zoom meetings, will they be updated for students to use? Will students using virtual learning be joining the classroom live instead of working on their own at home?
Google Meet is the preferred resource for teachers because it is most compatible with Chromebooks. In instances where Chromebooks are not the only tool being used by students in a classroom, teachers have chosen to explore Zoom, too. Regarding special education needs, ICR and POR teachers will be providing supports and ensuring IEPs are met. For additional information, please reach out to your child's Case Manager. When Distance Learning, students will be working in an asynchronous environment. Once the teacher is able to provide live support in the pm, students will be working in a synchronous environment.
