Multi-Tiered Systems of Support
DoDEA Americas has designed and adopted Multi-Tiered Systems of Support (MTSS) in response to the need for tiered instruction of increasing intensity within our PreK-12 classrooms. This model will facilitate the continued focus of teachers on the instructional needs of diverse learners within our schools thus leading to future-ready learners prepared to be college and career ready.
DoDEA’s MTSS model is organized in sections for easy use when accessing the on-line resources. There is a visual representation of the 3-tiered model of support for academic success. Following the visual representation are sections that describe each of the three tiers. Each Tier has a brief description of the learner characteristics exhibited that informs the need for additional support by the classroom teacher.
Multi-tiered system of supports (MTSS) addresses four outcomes:
All students must have access to essential grade-level standards as part of their core instruction.
At the end of every unit of study, some students will need additional time and support to master essential grade-level standards.
Some students enter school lacking foundational skills they should have mastered in previous years. These students require intensive interventions.
Some students require all three tiers of support to learn at high levels.
MTSS is a data-driven, multi-tiered, and systematic approach with five steps.
Five Steps:
1. Identify students who need additional intervention(s) or extensions
2. Determine the right intervention(s) to meet student's needs
3. Conduct progress monitoring to determine if the intervention(s) is working
4. Revise if the student is not responding to the intervention(s)
5. Extend once the student has mastered essential curriculum
MTSS is a systematic, multi-tiered, data-informed process that provides high quality instruction and proactive support to student learning and social-emotional needs.
Americas MTSS Framework: Essential elements for implementation of a solid multi-tiered system of supports:
Universal screening to identify struggling students
Explicit and differentiated instruction for all students with increased frequency and intensity of tiered interventions to target specific students' needs
Ongoing progress monitoring with recommended timelines and entrance/exit criteria
Dedicated time in Focused Collaboration for teachers to analyze data and design interventions
Ongoing professional learning, coaching and modeling to support teachers and administrators
