Core Instruction: Core Instruction is the foundation of grade-level, standards-based learning and is delivered daily to all students in a general education setting. Core instruction is student-centered allowing all students opportunities to develop, learn, and grow. Teachers demonstrate responsiveness to student learning by differentiating instruction based on assessment data.
Tier 1 - Core Instruction (All students)
Core Instruction includes schoolwide evidence-based instruction with differentiated supports to meet the needs of every student. For academics, students receive excellent instruction with high-quality DoDEA-adopted resources. Other skills necessary to support the growth of academic achievement, resilience, and the well-being of students are integrated into all aspects of the instructional day. Core Instruction is monitored to ensure fidelity of implementation and evidence of student learning.
Intervention Systems: Intervention Systems provide a continuum of supports and services that complement core instruction. Interventions are individualized to meet students’ diverse strengths and needs. The MTSS Intervention System uses data to guide evidence-based interventions that are specific, time-bound, and include clear progress indicators.
Tier 2 - Strategic Instruction (5%-15% of students)
Strategic Instruction includes interventions and extensions that provide targeted support, in
addition to excellent core instruction, to develop student resilience and academic potential.
Teams utilize data-informed decision-making to identify evidence-based supports for small
groups or individual students. Strategic Instruction is delivered at a specified duration and
frequency and is progress monitored to supplement Core Instruction.
Tier 3 - Intensive Instruction (<5% of students)
Intensive Instruction includes interventions or extensions that provide increasing intensity and individualization of supports for students (including students with disabilities) with persistent needs not met by Tier 1 or Tier 2. Teams utilize data-informed decision making to identify evidence-based supports for very small groups or individual students. Intensive instruction is delivered with fidelity and progress monitored for specific and targeted instruction to supplement Core Instruction.
