Commitment to serve The Caloocan City Public Library carries the motto of the current administration of “Tao ang Una.” This motto transcends on the commitment of the public library to serve all constituents with pure intentions and untainted integrity.
The Caloocan Youth Civic and Social Club (CYCAS) established a public library in Caloocan City in 1950, with the aim of helping poor people who couldn't afford higher education. The library was initially located near Sampalukan Public School, but was later moved to a new location near Caloocan Church. After thirteen years, Mrs. Amor Santos took over as librarian in 1970 and began cataloging and organizing the library's materials.
In 1983, the library moved to a new location in front of Caloocan City Hall, which served its purpose well. In 1992, the library moved again to another site, and in 1993, a two-story building was donated by Congressman Gerardo P. Cabochan to the City Government for use. This new library is more spacious and has room for expansion, accommodating many readers simultaneously.
The City Government provided a larger and more progressive public library, serving as a "poor man's university" for out-of-school youths, students, children, and elderly patrons. In 1990, Mrs. Santos retired as the City Librarian, and the Library is now under the Cultural Affairs and Tourism Office. The Library has been managed by different Officers-in-Charge, including Mrs. Kristine R. Abustan, Dr. Carmen C. Abel, Mrs. Marylou N. San Buenaventura, and Dr. Maria Rowena S. Dimaano. Currently, Kathleen D. Pacubbas is the Officer-in-Charge of the Cultural Affairs & Tourism Office, which is the mother unit of CCPL.
