Annual Report

What is the Annual Report?

The Annual Reports of the Colorado Human Trafficking Council summarize the work product, discussions and recommendations of the Council.  In addition to this summary, the Annual Reports also provides the data collected by the Council on the incidences of human trafficking in our state and the efforts of law enforcement, prosecutors, child welfare and service providers.

Each Annual Report has its own dedicated web-page that provides a summary of each report along with downloadable PDFs of each report.  

2023 Report

The 2023 Annual Report provides a comprehensive overview of the work of the Council and its advisory committees during the year. It contains a compilation of data on the incidence of human trafficking.  The report also provides a review of the progress made on the Council's new federal funded project, Connecting Colorado.  The report outlines a training plan for how to educate school personnel on the issue of human trafficking as well as set of recommendations for how the Council to implement in 2024 to enhance the experience of all Council members. 

2022 Report

The 2022 Annual Report provides a comprehensive overview of the work of the Council and its advisory committees during the year. It contains a compilation of data on the incidence of human trafficking.  The report also provides a summary of the Council's new federal funded project, Connecting Colorado and the progress made on the This Is Human Trafficking campaign.  The report outlines recommendations for increasing access to services for human trafficking victims in rural communities as well as recommendations for how the Council can better engage and platform survivor voice in their work. 

2021 Report

2021 annual report

The 2021 Annual Report includes a compilation of data on the incidence of human trafficking in Colorado, including cases and investigations, service provision, and labor and sex trafficking trends. The report also features an overview of the Council's implementation of its statewide public awareness campaign, This is Human Trafficking, as well as a deeper look at survivor engagement, equitable access in the anti-trafficking field, and recommendations addressing barriers caused by criminal records.

2020 Report

2020 annual report

The 2020 Annual Report offers 11 recommendations addressing gaps identified through the Council's study of the intersections between underserved populations and human trafficking. This report also provides an overview of the work accomplished to launch the Council's statewide public awareness campaign and a compilation of data on the incidence of human trafficking in Colorado as well as a review of training delivery that took place. 

2019 Report

2019 annual report

The 2019 Annual Report offers recommendations to respond to labor trafficking by addressing gaps in employer-provided housing, summarizes the results from a research study of service providers in Colorado and highlights the impact of the Council's training programs. This report also offers an overview of the work accomplished towards developing a statewide public awareness and outreach campaign.

The 2018 Annual Report showcases the Council's recommendations to tackle labor trafficking in the state and puts forth a framework to evaluate effective human trafficking prevention programs. It also outlines the Council's implementation plan for a statewide public awareness campaign. 

2017 report

2017 Annual Report Cover

The 2017 Annual Report highlights the Council's initial efforts to tackle the issue of labor trafficking in the state. It also summarizes the results of the Council’s prosecution study, first year of delivering the Council’s state-wide training program, and puts for standards for housing providers serving human trafficking survivors.

2016 report

The 2016 Annual Report spotlights the Council's data collection efforts, development of training standards and curricula, and the creation of standards for community-based victim advocates and mental/behavioral health care providers. 

2015 Report

The 2015 Annual Report is the inaugural report of the Council. The 2015 Annual Report provides an overview of the anti-trafficking-field in Colorado, puts forth recommendations for potential safe harbor remedies for the state, and summarizes the results of a law enforcement study on efforts and challenges in addressing human trafficking.
