Preconstruction

AWP Preconstruction is an online system for managing project information and automating processes during the early phases of a construction project – including proposal preparation, bid-based pricing, bid letting management, and proposal award. 

Functionality Includes:  Item level detail entry, funding assignment, RE identification, contract type and time records and data validation.

Reports Include:  Preliminary Detailed Cost Estimate and Funding Summary—multiple funding level reports that document the agency’s project cost estimate and identifies funding sources necessary to cover the estimated costs.

Proposal Schedule—details the proposal criteria and produces a Schedule of Items for inclusion in the proposal document that is submitted to contractors for manual bidding.

Notice to Contractors— Summarizes information about the proposal; information in this report can be distributed to potential contractors, websites and newspapers as part of the letting advertisement.

Bid Tab Analysis—summarizes the bid data for a letting in a format that is useful for evaluating bids and awarding contracts including low bid item analysis and tabulation of bids.

Project Bids

The AASHTOWare Project Bids software effectively streamlines the bidding process, providing transportation agencies with control over the bid letting process while facilitating bid submittal for contractors. 

Functionality Includes:  Electronic submittal and publication of bids, manual entry of bids, supports encrypted secure digital signature creation and management, allowing secure bid submission and bid withdrawal via the Internet, and electronic verification of bid bonds.

Files Produced: 

Convert a flat file of proposal information, taken from the AASHTOWare Project Preconstruction software or a similar system, into an electronic proposal or amendment file for distribution to prospective bidders.

Check the electronic bid for validity and data errors, print a log listing information about the electronic bid for comparison to the paper bid, and produce a flat file suitable for loading into the AASHTOWare Project Preconstruction software or a similar system.

Produce a bid bond verification file that includes bid bond information for each electronically submitted proposal.



SiteManager

SiteManager is a client/server based system used to document work performed on our construction projects and create Pay Estimates for the Prime. 

Functionality includes: Documentation of diary details, pay item postings and approvals, change order creation and approvals, retainage calculations, stockpile payments, pay item payments, and auto pay system entries

Reports Include: 

Daily Daily Work Report (DWR) History—lists DWR activities by individual DWR, work items and contractor activities. 

Installed Work Report—documents the installed quantities by project and item that will be paid by the next estimate

Item Summary —allows you to view detailed activity for each Item on the Contract, with DWR dates, inspector names and location/ reference documentation and cumulative totals and percentages

Change Order / Reason Code Breakdown Report—compiles a list of all change orders including status, type, description and CO amount and can be used to verify completion and accuracy of all contract change orders

The Materials Management component assists materials laboratory operations for sampling and testing and reporting for all materials, not just those that are contract-specific. 

Functionality includes: Approved lists for inspectors, labs, testing personnel, materials sources and calibrated equipment, material and contract-specific testing requirements , sample identification, logging, approval, tracking and reporting, mix designs (SuperPave, HVEEM, Marshall, Concrete), and customizable material test method template facility

Reports Include:

Sampling checklist—indicates the current materials sampling and testing of items on a contract, including discrepancies between the required number of samples and the number actually taken

 Outstanding Item List—reports the contract item materials of a new contract that do NOT have their sampling and testing requirements assigned. 

Failing Samples Report—lists failing samples by contract and sample type. and external documents (i.e., drawings) can also be attached to the sample.


Sitemanager Materials and LIMS

AASHTOWare Project SiteManager is a comprehensive client/server based construction management tool. It provides for data entry, tracking, reporting, and analysis of contract data from contract award through finalization. AASHTOWare Project SiteManager is built on the same multi-tier architecture as the rest of the AASHTOWare Project suite, allowing for easy integration and data transfer. It can be used by all levels of construction personnel such as field inspectors, technicians, project managers, clerks, auditors, lab personnel, management, producer/suppliers, contractors, and the FHWA.
