About the Colorado Traffic Incident Management (TIM) Program
A Unified Approach to Safer Roads
The Colorado Traffic Incident Management (TIM) Program is a statewide initiative dedicated to improving roadway safety, reducing incident response times, and enhancing coordination among first responders. Traffic incidents--including crashes, disabled vehicles, and roadway hazards--pose serious risks to motorists and responders alike. Our program brings together law enforcement, fire departments, emergency medical services, towing and recovery professionals, and CDOT to implement best practices for managing and clearing incidents efficiently and safely.
Our Mission
The Colorado TIM Program works to:
Protect First Responders and Motorists - Reduce the risk of secondary crashes and responder injuries by promoting coordinated, safe and efficient incident response.
Improve Traffic Flow - Minimize congestion and delay by training responders in quick clearance strategies.
Enhance Communication and Collaboration - Strengthen partnerships between emergency response agencies and transportation organizations for more effective roadway management.
Educate and Engage the Public - Raise awareness about the importance of Move Over laws, driver safety near incident scenes and the role of responders in keeping roadways safe.
Why TIM Matters
Every minute a roadway remains blocked due to an incident increases the likelihood of secondary crashes, which are often more severe than the initial incident. Efficient traffic incident management saves lives by:
✔️Reducing risk exposure for first responders
✔️Preventing secondary crashes and injuries
✔️Minimizing traffic congestion and delays
✔️Ensuring safe and effective emergency response
Through ongoing training, collaboration, and public education, TIM helps create safer roadways for everyone--whether you're a first responder, a tow operator, or a driver navigating Colorado's highways.
