UC's & CSU's do not need an initial transcript unless they have specifically contacted you for one. They will only need a final transcript if you commit to their school and upon graduation.

UCs  and CSU's are remaining test blind for admissions. Standardized test scores may be used for class placement after the application has been submitted
The University of California will not take SAT and ACT scores into account for admissions or scholarship consideration. If you choose to report test scores as part of your application, they may be used as an alternative method of fulfilling minimum requirements for eligibility or for course placement after you enroll. SAT, ACT and SAT Subject Test scores can only be reported after the application has been submitted.
