Multi-Tiered System of Support is also known by the acronym MTSS. The South Carolina Department of Education defines the South Carolina Multi-Tiered System of Support (SCMTSS) as a systemic, continuous-improvement framework in which data-based problem-solving and decision-making are practiced across all levels of the educational system for supporting students.
The SCMTSS framework addresses the needs of the whole child - academically, behaviorally, socially and emotionally.
The SCMTSS framework is built upon a 3 tiered system. This tiered approach is based on the amount of support a student will need to reach or maintain grade-level proficiency. Each Tier becomes more tailored to the individual student’s needs. The level of support increases or intensifies as a student moves up a Tier.
