Kangaroo Island
Kangaroo Island has a permanent population of approximately 4,000 people. Looking at the Google Street View for the west end of the island - there is nothing there but scrubland, The kangaroos must love it.
All of the ambulance staff and fire staff are apparently on call volunteers (no pay).
There are probably a dozen police who patrol the island.
The National Parks might have staff on the island - maybe the coast guard has a station also.
