Climate change adaptation and DRR

DRR is a no regret option to Climate Change Adaptation (CCA) - we know that disasters are happening, the reasons may be 80% human made and 20% climate change, but we do not know exactly. DRR has less uncertainty and unpredictability, we know there is a risk.
