As some students pointed out, it seems natural as an axiomatic assumption to change (IIA) to the following (IIA)' in Q3(4) of PS1. Although (IIA)' is a weaker condition than (IIA) and the proof can be done using (IIA)', this change could complicate the solution with the submission deadline approaching, so (IIA) is not officially changed. In Q3 of PS1, please interpret that $I_{kl}(\succsim_j) \subset I_{kl}(\succsim_j')$ in the MO definition in lecture note does not include the case $I_{kl}(\succsim_j)=I_{kl}(\succsim_j')$.
