Lynn, Michael and Steve,

I am forwarding Greg Pace's exhaustive analysis of the FEMA Firehouse Grant and all exhibits, because I am giving you a heads-up and do not want you or the council to be blind-sided. The package is very large, almost 20 MB so if for some reason it does not go through to your mailbox, I will have to send in pieces tomorrow. I have not yet gone public, but do plan to do so.

In summary, there are some issues with the Grant Application: (1) the representation of the condition of Engine House #1 by Chief Olschwanger, (2) the role of the Community Development Department in the representation of the condition.

Less significant, but still establishing a pattern of behavior by the administration, is (3) the matching portion promised to secure the grant was represented to the voters (Prop P literature) to be used for furnishings, etc. This is expressly NOT allowed as described in the FEMA grant Guidelines. There is at least one other misrepresentation (4) claiming to own the land upon which the fire station will be built.

It is long, nuanced, and very objective. I hope that you will take the time to read it thoroughly, and if you have any questions you can address them to either Greg or me. At this point I am only providing to 3 council members because of the quorum rules, but please do feel free to present and discuss this with the rest of council. I may at sometime in the near future fully apprise the rest of council.

On 10/2/09 FEMA made a first round SCG grant award to University City
