Rules of Order and Procedure of the Council of University City
Adopted November 8, 2010 - replacing previous Rules adopted in 2006

*On Nov. 26, 2012 the Council voted to approve City Council Rules of Order and Procedure as amended (Amendments to Rule 38):  A copy of those rules (Council Rules & Regulations as adopted 2012:11-26.pdf) is posted below.  These are the current rules.


On Oct. 22, 2012 the Council voted: to reaffirm the adoption of Rule #40 of the Council Rules and Procedure as written, and further refrain from misrepresenting/misapplying the limitations on the role that a Councilmember may play as a liaison to a Board or Commission, since this rule is not written nor intended to censor statements the Council Liaison may make to the commission/board so long as the liaison does not vote nor participate in the work of the Boards or Commissions as a full deliberator.



On Sept. 24, 2012 the Council voted to approve City Council Rules of Order and Procedure as amended.  A copy of those rules (Council Rules & Regulations as adopted 2012:09-24.pdf) is posted below. 




On January 9, 2012 the Council met in a Study Session to discuss amendments to the Rules passed on June 27, 2011 and agreed to the changes discussed.  There was never a formal vote to adopt the revisions(see 2012/01-09 minutes with Amended Rules attached below)



On June 27, 2011 the Council voted to approve the Amended  April 11, 2011 Council Rules of Order and Procedure.  A draft of those rules is posted below. (Note:  Although these Rules of Order and Procedure of the Council of University City state on the face that they were "Adopted on April 11, 2011, the minutes and audio of that meeting show that this was not the case:  there was no vote to approve these minutes on April 11, 2011 , but there was a vote to approve the amended document on June 27, 2011 as attached below.  Apparently these rules were intended to be passed on April 11, 2011 and are so marked, but were not passed on April 11, 2011.  In this regard, there seems to be a lot of confusion in the agenda packets regarding the Council Rules: What was called "Adopted on April 11, 2011" was referred to in the June 27, 2011 Agenda Packet as "6 27 2011 revision of April 25 adopted Rules of Order ad Procedure" (see screen shot of agenda packet below).  There were no votes taken on the Council Rules in either the April 25th Study Session or the April 25th Regular City Council Meeting.  It is hoped that the city (City Council and/or City Clerk) will amend their markings and dates to accurately reflect when and what was passed.)



On December 13, 2010 the Council met in a Study Session to discuss amending the procedures for appointing citizens to serve on Boards and Commissions.  The minutes from this meeting are posted under Attachments below.
