At our last meeting, a citizen raised the issue of Study Sessions ...
no citizen participation allowed ... and council voting on matters.

I frankly never thought about it until then.

Does anyone have insight to the evolution of the Study Session?  Are
we running amok by not allowing citizen participation and by voting
... many time voting on material we receive that night rather than
material that was previously posted.

I would like us to either 1.  allow citizen participation and suspend
all voting, or 2. call off Study Sessions altogether until we receive
answers, assurances and information as to the proper process.
