Kennedy had considered using nuclear weapons and had considered invading Cuba to take out the Soviet nuclear weapons being installed in Cuba. The cartoon depicts a sweating Kennedy and a straining Khrushchev fighting to keep the lid on the monster. They needed something more secure like a lock to keep the monster at bay as they had had a close call in Cuba in October 1962.
