Soviet Premier Khrushchev wrote a number of letters to President Kennedy at different levels of aggression and bellicosity. He had previously called the American quarantine, “piratical,” and had asserted that the Soviet Union would not stand for it. This exchange of letters, however, began the process of true negotiating that led to the dismantling of Soviet missile bases and the ending of the American quarantine. There were still some steps and missteps, but from this point forward both sides were moving toward more peaceful words and actions.
